infrastructure of underserved communities; eliminate discriminatory practices in lending; ensure equal access to grants; and make Maryland the Black Business Startup Capital of the Nation.

However, we also know a crisis when we see one, and that's exactly what is happening in Baltimore with the killing of mostly young, Black men. This will end with our administration.

The communities hardest hit by the war on drugs are owed the financial windfall that will come from legalization. That's why we support legalizing cannabis for adult use while ensuring that minority and women-owned
businesses are guaranteed an opportunity to receive dispensary licenses. Furthermore, we are proposing that tax revenue from legal cannabis be returned to these communities in the form of direct economic impact payments.

Baker, a former Prince George's county executive, said he was proud of his 14-month bid for his party's nomination. But his campaign is low on funds, leaving him unable to compete during the final stretch. The primary is July 19.
