Ryan received campaign support from FirstEnergy Corp.'s political action committee, despite sign[ing] a pledge against taking funds from fossil fuel companies. In a statement, Ryan said the pledge applied only to his presidential campaign. "I was asked to sign a pledge along with all the other Democratic presidential candidates to live by the same rules and not take money from the fossil fuel industry for my presidential campaign. I did not break that pledge, plain and simple," he said.

On Government Reform: End deeply partisan way district lines are drawn

I would make sure that voters are choosing the politicians who will represent them, not the other way around. We need real redistricting reform in Ohio. The way in which our congressional district lines are currently drawn has everything to do with the deeply partisan nature of our politics. This must end. The goal in Ohio must be to create a redistricting process that is non-partisan and make districts more representative of the communities within them.

On Social Security: Repeal offsets that reduce Social Security payments

Ryan [said],"I have been a strong supporter of repealing the government pension offset and windfall elimination provisions." The WEP affects how the government calculates retirement or disability benefit. The GPO reduces the Social Security benefits a person receives as a spouse if he or she also has a government pension not covered by Social Security. Ryan said this is especially unfair because a retired worker with a private pension would not be subject to the same Social Security offset.

On Abortion: Late term abortion only when something tragic is happening

Ultimately, this needs to be a decision between the woman and her doctor. We don't support abortion at the end of term, unless there is an extraordinary circumstance, where you're eight months into a pregnancy and something very tragic is happening, where you have a room, you bought toys, you have clothing for the baby, everyone's excited, and then something tragic happens. That needs to be left up to the doctor, not J.D. Vance or Ted Cruz or anybody else. That's a very serious situation.

On Abortion: Abortion rights should codify Roe v. Wade standards

Ryan supports codifying the standard set by Roe v. Wade, which the U.S. Supreme Court overturned in June. [Republican opponent J.D.] Vance contends the issue should be regulated by state legislatures but said he would support a "minimum national standard" for how far into a pregnancy abortions should be permitted.

Vance has previously said he supports abortion when it's necessary to save the pregnant person's life, but he's opposed to exceptions for cases of rape or incest. When asked about the case of a 10-year-old Ohio girl who got an abortion in Indiana, he said she should've been able to get an abortion if she and her family chose to do so. Then he pivoted to the man accused of raping and impregnating the girl. "That poor girl was raped by an illegal alien, somebody who should've never been in this state in the first place. If you had done your job, she would've never been raped in the first place," Vance told Ryan. "Do your job on border security."

Intel is going to invest, what they're saying, up to $100 billion into Ohio to manufacture these chips that have driven up inflation that we need for all the technology. This is the biggest, most transformational economic development project in Ohio's history. This is all about dominating these industries of the future. The average wage there is going to be $135,000 a year. Those are the jobs we're talking about.

I think a targeted approach right now really does send the wrong message. There's a lot of people out there making 30, 40 grand a year that didn't go to college, and they need help as well, which is why I have been proposing a tax cut for working people that will affect everybody. And with the student loan piece, you could very easily allow them to renegotiate down the interest rates.

On War & Peace: Don't let Putin roll right through Ukraine

When asked how the U.S. should respond if Russian President Putin uses nuclear weapons against Ukraine, [Republican opponent J.D.] Vance said "nobody knows" what the best course of action would be. He went on to argue that foreign policy should put Americans first, and he believes the Biden administration hasn't done enough to deescalate the conflict.

Ryan called for a "swift and significant response" if that occurs and argued Vance is weak on Russia. The congressman also criticized his opponent for saying he doesn't "really care what happens to Ukraine."

"I've been to Parma," said Ryan, referring to the Cleveland suburb with a large Ukrainian-American population. "I've met with the refugees. I meet with the women and the daughters and sons because the husbands are in Ukraine fighting. That's the kind of freedom we need to support, and J.D. Vance would let Putin roll right through Ukraine."
