2022 Governor's State of the State speeches: on Technology

John Bel Edwards: GUMBO grants will eliminate digital divide by 2029

It's also with a focus on the future that we are working to eliminate the digital divide--a goal I have set to accomplish by 2029. That's why my administration worked closely with Rep. Deshotel last year to create the Granting Unserved Municipalities Broadband Opportunities grant program, or GUMBO for short. This program, will provide grants to facilitate the deployment of broadband infrastructure, connecting more than 471,000 unserved residents in our state.

Doug Burgum: Adopt computer and cyber science graduation standards

Cyberattacks, ransom attacks, all too common these days. It makes cybersecurity education more important than ever. We can and should be the first state in the nation to adopt computer and cyber science graduation standards for everybody in K-12 through college, through graduate school. Our PK20W initiative, which reflects every student from kindergarten through Ph.D., has already won awards for its statewide approach to computer science and cyber education in workforce training.

Janet Mills: Universal high-speed internet for Maine by 2024

We proposed, and you enacted with bipartisan support, a new entity charged with achieving universal internet access in Maine--the Maine Connectivity Authority. With this new Authority up and running, and with the support of American Rescue funds, I pledge to you tonight that every person in Maine who wants to connect to high-speed internet will be able to do so by 2024--just two years from now.

Ned Lamont: Internet access not just nice to have, it's a necessity

The infrastructure funding will also extend broadband to those rural and urban areas cut off by the digital divide. We already added free Wi-Fi to many town greens, schools, and libraries so you can do everything from Brooklyn, Connecticut that you can from Brooklyn, New York. Telehealth, e-learning, and telecommuting are not just nice to have--they are a 2022 necessity. This is as much about fairness and equality as it is convenience and efficiency.

Gretchen Whitmer: Proposing $2500 electric vehicle rebate for families

I want to talk about how we can help Michigan's families be a part of the clean energy transition by lowering the cost of electric vehicles. I am proposing a combined $2,500 electric vehicle rebate for families-$2,000 for the car and $500 for in-home charging equipment. This will build on the $7,500 federal electric vehicle credit. If we get this done, we can lower the cost of electric vehicles by nearly $10,000. We can make it easier for Michiganders to go electric.

David Ige: Internet expansion to connect all main Hawaiian Islands

If the pandemic has taught us anything, it's about the crucial role that the internet plays in all of our lives. That's why we're leveraging state resources to maximize federal funding for Broadband and proposing the largest investment in technology in state history--a total of more than $400 million. We're calling it Apakau Ka La, "spreading of the sun's rays." It is critical infrastructure for the future connecting all of the main Hawaiian Islands.

Eric Holcomb: Forbes calls state national model for boosting broadband

To fortify our information highways, we've made the largest investment in broadband in our state's history. Since the Next Level Connections program was announced in 2018, we've allocated $350 million to provide everyone, wherever they live in Indiana, with access to affordable, quality broadband and the limitless opportunity it affords. This most recent round saw more than $600 million in requests from nearly every county in the state. It's no surprise that Forbes calls us a national model.

Laura Kelly: Expanded internet to 50,000+ new households, businesses

When I got into office, Kansas was way behind the eight ball on broadband development. The state had no roadmap, no funding, and no plan. So, we established the Office of Broadband Development, and now, we have expanded internet access to over 50,000 new households and businesses. We've connected rural communities that were frustrated for years by the lack of access. We won't stop until every Kansan who wants, or needs, high-speed Internet has access to it.

Ron DeSantis: Enact protections for the data privacy of all Floridians

Big Tech companies have used their platforms to elevate preferred narratives and to stifle dissent, serving as a de facto council of censors. Florida was the first state to legislate protections for its citizens and we should build on this success. These same companies make a fortune by selling user data. Floridians should not have their data utilized by Big Tech without providing affirmative consent and I urge the Legislature to enact protections for the data privacy of all Floridians.

Kathy Hochul: $1 billion investment in digital infrastructure

And we are making the largest ever investment in New York's digital infrastructure, putting $1 BILLION into connecting more New Yorkers with high-speed internet. This investment will boost innovation and economic growth-especially in our most remote communities.
