On Crime: Reform prison system; I believe in a second chance

If elected, Atwater said she would work to transform the state's prison system. "I think that we have people making money off people doing things they aren't supposed to do, but I believe in a second chance," Atwater said, stating that those with prior felonies would be able to vote.
