On Civil Rights: Proclaims Pride Month, action plan for LGBTQ+ equality

Today I signed a proclamation recognizing June 2021 as #PrideMonth in Delaware. Our work for LGBTQ+ equality goes beyond signing this proclamation. Earlier today, the Delaware Department of Human Resources released an Action Plan for Improving State Policies for LGBTQ+ State Employees. On Homeland Security: Deployed National Guard at home for disabled during COVID

Carney issued an executive order asking members of the Delaware National Guard who are healthcare workers to staff the Stockley Center. The center, which houses the disabled, is facing staff shortages due to a recent increase in COVID-19 community levels. "The Delaware National Guard has stepped up time and time again to help our community," Carney said. "COVID-19 has had a profound impact on our state. On Principles & Values: Our tremendous diversity is part of our great strength

Governor John Carney signed a proclamation as part of the "Shine a Light" campaign calling attention to the growing problem of antisemitism. The governor's proclamation is not only for the Jewish community, but for all diverse groups in the United States. "We have great, tremendous diversity. I would argue that it's part of our great strength. We're not like a lot of countries, which is just one ethnicity or one religion-based," Carney said. Vetoed Legislation: Democrat Gov. John Carney vetoed legislation, House Bill 371, that sought to eliminate penalties for the possession of up to one ounce of cannabis by adults.
Enacted Legislation: Governor Carney signed several marijuana-related bills into law in 2019. Specifically, he signed Senate Bill 37, which expands the pool of those eligible to seek an expungement of their criminal records and Senate Bill 45, which eliminates criminal penalties for low-level marijuana offenses for those under 21 years of age. He also signed into law Senate Bill 24, which expands physicians' discretion to recommend medical cannabis therapy to patients -- including those who suffer from disorders not explicitly listed among the state's list of pre-qualifying conditions.
