to treat murderers and thugs of pregnant women in this state," Folwell said. If it becomes law, House Bill 215 would make someone who commits murder, manslaughter or assault against a pregnant woman guilty of the same crimes against the fetus.

North Carolina's State Treasurer, Dale Folwell, is urging Congress to pass a bill to allow treasurers across the country to sue Russian-based entities. He said he would like to see a provision in its next aid package to Ukraine to allow treasurers
across the country to take action.He says the state's $120 billion retirement plan includes some assets with ties to Russia. Folwell says losses stand at about $80 million and changing the law would help get some of that money back.

Supported tax cuts putting state employees out of work
Local Republican representatives said they support the House budget, preferring cuts--even painful ones--to a tax increase or continuation of the penny tax. "We're not going to put people back to work raising taxes," said state Rep. Dale Folwell.
But Folwell acknowledged that the House budget would put many state employees out of work. "The job creation of this state has to come from private industry, and not from government," he said.

Folwell said a tax credit wouldn't fully solve a housing affordability problem that's closely tied to other economic challenges, like inflation and the cost of childcare. "The best, simplest and most efficient way
to solve several problems at one time is to increase the pre-tax credit that people can deduct out of their paychecks to pay for childcare," he said, adding that such a program would include "the responsibility to educate people,
especially middle-, lower- and fixed-income individuals, about how this saves them money in the long run."
Folwell pointed out that the typical cost of childcare is much larger than the maximum amount you can have withheld from your paycheck before taxes.
