2024 Governor's State of the State speeches: on Tax Reform

Brad Little: We are on pace to deliver $3.7 billion in tax relief

In fact, I can think of 3.7 billion reasons why people are coming here. We are on pace to deliver $3.7 billion in tax relief, and we're not done yet. With the surplus eliminator passed last session, our budget this year includes up to $150 million in new property tax relief, on top of the hundreds of millions in property tax relief we've already deployed to date. People are coming here because what we are doing is WORKING.

Eric Holcomb: Cut personal income taxes to 3.05% on the way to 2.9%

Back home in Indiana, let's move on to "what's changing" for the better. Businesses and individuals are thriving in Indiana because we operate in a continuous improvement mode.

For starters, we cut our personal income taxes "again" to 3.05%, on the way down to 2.9%.

Military members will no longer pay state taxes on their military income or pensions!

Kim Reynolds: Cut income tax rate this year to flat 3.65%; next year 3.5%

Even with the tax cuts we have already delivered, state revenue continues to grow, ending the year with a $1.83 billion surplus and more than $900 million in reserve funds. Let me be absolutely clear: the surplus does not mean that we aren't spending enough; it means we're still taking too much of Iowans' hard-earned money. Tonight, I'm proposing a bill that reduces the income-tax rate to a flat 3.65%, The following year, in 2025, the rate would fall again to flat 3.5%.

Laura Kelly: Before we know it the state food tax won't exist at all

We came together--Republicans and Democrats--to do even more: we axed the food tax.

Just last week, we saw the food tax reduced again--putting an additional $150 million dollars back into the pockets of Kansans.  Before we know it, the food tax won't exist at all. In 2025--or, perhaps, even sooner--it will be totally axed, gone, never to be levied again.

Laura Kelly: A flat tax benefits the super wealthy & threatens progress

We must get that money back into Kansans' pockets--and we will--in a fiscally responsible and targeted way. In a way that doesn't threaten progress on all the other issues Kansans care about--our schools, our roads, foster care. And unfortunately, that's exactly what one proposal--the flat tax--would do. The flat tax came up last year, and I expect it'll come up again this year, despite the fact that it only benefits the super wealthy while doing little to nothing for working, middle class Kansans.

Dan McKee: Reduce the corporate minimum tax from $400 to $350

Rhode Island is the small business state. I know that, not only as Governor, but as a former small business owner. That's why one of my top priorities is making Rhode Island a better place to do business. The budget I'll send to the General Assembly this week will keep that progress going.

I will call for reducing the corporate minimum tax from $400 to $350--this tax impacts our state's smallest businesses the most. Let's give them more relief.

Glenn Youngkin: Only interested in a plan that reduces taxes for Virginians

In the second half, we need to structurally reform our tax code. We can do this by cutting taxes across the board 12% and paying for almost 80% of this by modernizing our tax code, which includes closing the tech tax loophole and increasing the sales and use tax by 0.9 percent. For low-income Virginians, we are including an expansion of the earned income tax credit. To be clear, this is a package deal, and I'm only interested in a plan that reduces taxes for Virginians.

Jared Polis: Tax relief is the best mechanism to relieve cost of living

Tax relief is the best mechanism to relieve cost of living pressures and spur economic growth for everyone in our state. As demonstrated by our healthy surplus in Colorado, taxes are simply too high: income taxes, property taxes, and the state sales tax. I challenge Democrats and Republicans to work together to improve our economic growth and success by not taking taxes we can't keep from people and instead working on a bold, balanced, progressive package, including cutting the income tax rate.

Jim Justice: The faster we drop taxes on individuals the better we'll be

We've cut taxes in West Virginia 23 times since I walked in the door. Twenty-three different times and delivered on the biggest tax cut, the biggest tax cut in state history, hands down. I would tell you just this, the faster that we can get rid of the taxes on the individuals, the better we'll be. I'm proposing the total elimination of Social Security tax on all, On all.

Josh Green: Index the state's tax code to provide relief from inflation

In the next phase of our plan, we will provide more tax relief--including a child and dependent tax credit totaling more than $87 million annually--so that working families with keiki can afford to live in Hawai'i and our next generation can have a future here. We will also index the state's tax code to provide all taxpayers relief from inflation--a long overdue change which will help people in every tax bracket. ["keiki" is Hawaiian for "child"]

Doug Burgum: To be competitive we've got to get to zero income tax

So to be competitive, one of the simplest things we could do, we've got the money to do it, is to get to zero income tax. And why does that matter? Well, you know, part of it matters because we're competing against states that have zero income tax.

Ned Lamont: We have eliminated the estate tax for 99% of our citizens

Our tax credit for working families and $400 million tax cut for middle-class families should be adding about $25 per paycheck. Our income tax is less than our neighboring states, and less than most sunbelt states for the majority of our workers. We have eliminated the tax on pensions and 401(k)s for most retirees, and we have eliminated the estate tax for 99% of our citizens. We still have work to do on the property tax, which hits residents on fixed incomes the hardest.

Jeff Landry: Government taxes the hard work and sweat of the people

We need to be honest with where we are and what we have been through financially. Remember government taxes the hard work and sweat of the people. Let's be mindful of the sacrifices they make to fund government. We believe the proposed budget is a blueprint for restoring common sense and necessary conservative money management. Recognizing this, we are cautiously proceeding as we move into the coming fiscal year without a reliance upon further pandemic funds from the federal treasury.

Sarah Huckabee Sanders: Committed to responsibly phasing out state income tax rate

That's because as revenues climb and costs slow, we'll have room to cut taxes. We've already done so by more than $300 million. I'm committed to responsibly phasing out our state income tax rate and letting everyone keep more of their hard-earned money.

Gavin Newsom: Texas is a high-tax state for the poor; California is not

Catering to big business and the rich is also why red states tax their lowest earners far more than California does. They punish you when you're struggling, but give you a free pass when you're wealthy. Here's the truth Republicans never tell you: California is not a high-tax state. You pay a higher percentage in taxes if you're poor in Texas than you do if you're wealthy in California. It's all about who you're fighting for.
