Eric Hovde in 2024 WI Senate race

On Budget & Economy: We must dramatically reduce federal spending and deficits

Our elected officials show disregard for the financial stability of our country with their addiction to spending trillions of dollars to get reelected and continuing to drive greater deficits. By doing so they are burdening our future generations with near insurmountable levels of debt. It is imperative that we start to change course and dramatically reduce our country's federal spending and deficits. Responsible fiscal management remains the cornerstone of avoiding such dire circumstances.

On Foreign Policy: Lead through deterrence, send a clear message of strength

By appeasing dictators and funding evil regimes, Senator Baldwin and President Biden have put American troops at risk and endangered nations all over the world. We must lead through deterrence, prioritizing our national security and the security of our allies by sending a clear message of strength to the world, to put an end to these wars and stop future ones from occurring.

On Health Care: The ACA has failed to live up to its expectation

Our healthcare system is deeply flawed and in need of reform. Over the last decade, quality of care has decreased, and insurance premiums have doubled, in some cases tripled. This is largely a result of the failures of Obamacare. Initially promised to be a groundbreaking reform aimed at providing affordable care for all, the ACA has failed to live up to its expectation. Instead of a decrease in healthcare costs, Americans have experienced a sharp increase in insurance premiums.

On Immigration: Our laws need to be enforced and our borders strengthened

We have always been a nation of immigrants, but the American Dream should be pursued legally through the appropriate channels. The Biden-Baldwin open border policy is fueling a crisis on our southern border and many people have lost their lives because of it. Our laws need to be enforced and our borders strengthened if we want to keep our streets safe and protect the lives of U.S. citizens and migrants.

On Principles & Values: We can restore the American Dream by coming together

I feel like the American Dream is slipping away. But it doesn't have to be that way. I believe that we can restore the American Dream by coming together as Americans to solve the problems we face, rebuild our economy, strengthen our communities, and provide strength internationally. It is only through unity and perseverance that we can restore the American Dream for future generations.

On Abortion: Voters can respect life while safeguarding individual rights

On abortion, Hovde said in a statement, "It is clear after the Dobbs decision that the people of Wisconsin are the ones who should decide this issue... I believe the voters of Wisconsin can come together and find a common sense and compassionate solution that respects life while also safeguarding individual rights."

On Social Security: Trim benefits; raise the retirement age

Hovde has frequently referred to programs like Social Security and Medicare as "entitlements" rather than earned benefits that Americans paid into throughout their working lives--and has said benefits "absolutely" need to be trimmed. Last time Hovde ran for Senate, he talked repeatedly about the need to put Social Security benefits further out of reach from many Americans by moving the retirement age.

On Crime: Claims "defunding the police" is cause for high crime rates

Hovde blamed Milwaukee's crime rates on "Defund the Police" policies, even though the city increased funding for law enforcement last year. Hovde shared a clip from an appearance on "The Clay and Buck Show" on X where he recalled a recent visit to Milwaukee and said citizens voiced their concerns about crime. Hovde's X post listed "the left's dystopian vision of de-funding the police" as the reason for high crime.

On Tax Reform: Everybody should pay some level of tax, even a small amount

In 2017, Sunwest Bank CEO Eric Hovde advocated for reforms that would raise taxes for 72 million Americans, including retirees and low-income earners. "Everybody should pay some level of tax, even if it's a small amount, and you don't want people just getting checks, without having put in even $1 into the system." Hovde said. "Everybody has to feel like they're part of it and taxes matter to them."

On Drugs: Not a libertarian when it comes to drugs

On Abortion: Supported overturning Roe v. Wade

Abortion: Ban or legal?

Eric Hovde (R): Mostly ban. In 2012 "totally opposed" legalized abortion. Supported overturning Roe v. Wade. Now supports a statewide referendum on abortion ban after 3 months. "That's more than enough reasonable time for a woman to make a choice." (The Wisconsin constitution bars referendums.)

Tammy Baldwin (D): Legal. "I am pro-choice.... Women should decide." Sponsored the 2023 Women's Health Protection Act to ensure national access to abortion; would ban state restrictions earlier in pregnancy--and later if the mother's health is at risk.

On Corporations: Economic sanity: private-sector-driven pro-growth business

Economy:Decrease or increase government investment in, and regulation of, the economy?

Eric Hovde (R): Decrease. Calls for a private-sector-driven "pro-growth environment." Criticizes recent growth in size of national debt. Says he has the business experience needed "to restore economic sanity."

Tammy Baldwin (D): Increase. "Small businesses are the backbone of our economy." Supports Buy American rules. Opposes "corporate mergers that reduce competition."

Source: Guides.vote candidate survey on 2024 Wisconsin Senate race Sep 9, 2024

On Corporations: Low corporate tax rate, but set a minimum tax rate

Taxes: Raise or lower taxes on corporations and wealthier individuals?

Eric Hovde (R): Lower. Has supported "lowering the corporate tax rate and eliminating... loopholes and deductions." Supports a minimum tax rate for corporations.

Tammy Baldwin (D): Raise. "Hardworking Wisconsin families should not be paying more in taxes than the wealthiest Americans." Calls for a fairer tax code and an end to loopholes that benefit "super wealthy" money managers.

On Education: Student debt forgiveness is unfair at every single level

Student Financial Aid: Support lowering interest on student loans and/or forgiving them?

Eric Hovde (R): No. "It's unfair at every single level." Biden's debt forgiveness plan "does NOTHING to address the cost of higher education."

Tammy Baldwin (D): Yes. It "has the potential to provide significant relief to millions of borrowers." Sponsored legislation in 2022 to provide student loan forgiveness to beginning farmers and ranchers.

On Energy & Oil: Delusional to end fossil fuel use

Climate Change Should climate change be a top priority?

Eric Hovde (R): No. His campaign website doesn't mention climate. The push to end fossil fuel use before the next half-century is "delusional." To think you're "going to move an economy of this size... from its existing energy sources in... a decade, you are smoking crack."

Tammy Baldwin (D): Yes. "The longer we fail to act, the more costly climate change will be." Supported the Inflation Reduction Act to "tackle climate change." Voted to update public transit for climate friendliness. Committed to working with local communities to find solutions.

On Energy & Oil: Roll back regulations to expand energy production

Environment: Loosen or tighten environmental regulations?

Eric Hovde (R): Loosen. Would roll back some environmental regulations to expand energy production and resource development.

Tammy Baldwin (D): Tighten. Supported the Inflation Reduction Act to "preserve our way of life, economy, and wellbeing." Called for community projects to clean up the Mississippi River. Worked to increase funding for Great Lakes restoration.

On Families & Children: Restrictions on gender-affirming treatments for minors

LGBTQ Rights: Limit or expand LGBTQ rights?

Eric Hovde (R): Limit. Supports restrictions on gender-affirming treatments for minors and believes "men shouldn't be playing [in] girls sports--period."

Tammy Baldwin (D): Expand. Sponsored the Equality Act, banning discrimination against LGBTQ people: "It is wrong that LGBTQ+ people can be denied an apartment, cut from a job, or face other forms of discrimination." Protect same-sex and interracial marriages.

Source: Guides.vote candidate survey on 2024 Wisconsin Senate race Sep 9, 2024

On Government Reform: Tighten up voting process; clean up voting system

Voting Rules: Make voting harder or easier?

Eric Hovde (R): Likely harder. Would "tighten up our voting process,... clean up our voting system." Addressing voter fraud claims, said "Almost nobody in a nursing home," is at a point in life to vote. But says the "elderly should absolutely vote."

Tammy Baldwin (D): Easier. Sponsored legislation to stop state-sanctioned voter suppression efforts: "Access the ballot box is foundational to how our democracy works."

Source: Guides.vote candidate survey on 2024 Wisconsin Senate race Sep 9, 2024

On Gun Control: Right to keep and bear arms: no exception

Gun Laws: Loosen or tighten gun regulation?

Eric Hovde (R): Likely loosen. No current position found. In a 2012 campaign for US Senate: "I fully support the rights of law-abiding citizens to keep and bear arms, no exception."

Tammy Baldwin (D): Tighten. "Congress has failed to take action on gun violence and far too many lives have been lost." Supports background checks, anti-violence programs, and mental health services.

On Health Care: ObamaCare is stupid to keep 26-yr-olds on parents' insurance

Health Care: Increase or decrease government support for health care?

Eric Hovde (R): Decrease. "Obamacare created monopolies and oligarchies and wiped out the family doctor." Repeal it. It's "stupid" to keep young adults on their parents' insurance until age 26. Would continue protecting benefits for pre-existing conditions.

Tammy Baldwin (D): Increase. "No American should have to choose between basic necessities... and paying for the drugs they need." Introduced the Capping Prescription Costs Act. Supports expanding Obamacare, Medicare, and Medicaid. Calls for addressing "racial disparities that exist in our nation's health care system."

On Jobs: Minimum wage was never supposed to be a living wage

Minimum Wage: Raise federal minimum from $7.25/hr?

Eric Hovde (R): No. "Minimum wage was never supposed to be a living wage." Low-wage jobs should motivate people to find better careers.

Tammy Baldwin (D): Yes. Sponsored 2021 legislation to raise the federal minimum wage to $15 per by 2025: "It is past time to raise the minimum wage."

On Principles & Values: We've collapsed patriotism; our country is redeemable

Education: Limit teaching of issues around racism and gender identity?

Eric Hovde (R): Yes. "We've collapsed patriotism." "We've told [students] their country is flawed and it's wrong and it's irredeemable. Are you kidding me? We live in the greatest country in the history of mankind."

Tammy Baldwin (D): No. "We must do better at educating the next generation on the full history of our country." Protect students from bullying and harassment based on sexual orientation.

On Civil Rights: They want to get rid of meritocracy in our country

Hovde has also made comments about DEI (Diversity, Equity and Inclusion) efforts. On the Vicki McKenna show on April 8th, he declared "they want to get rid of meritocracy in our country... I shudder at the effects that they're doing to our medical schools and passing people not based upon skill sets and achievement levels, but on other factors....I mean, we're talking about people that will be operating on ya."

On Education: Worry about the basics, not gender-inclusive policies

Hovde also brought up fairness when talking about allowing transgender boys to play in girls' sports. He said his daughter was a standout athlete in high school, but that her sporting career would have been dramatically impacted if she competed against athletes who were born males.

Hovde said that public schools should be more worried about teaching students about math, reading, and writing than about gender-inclusive policies.

On Energy & Oil: Climate change is an existential threat to humanity

I happen to acknowledge the dire warnings of 97% of all scientists from 197 countries who have proclaimed in one voice that climate change is an existential threat to humanity. We are factually in the midst of the sixth known mass extinction event of our approximately 4.5-billion-year-old planet. Humans are on the list for extinction at the rate we are going. The incumbent endorses the idea that climate change is a hoax from China.

On Government Reform: Platform includes scaling back government regulations

On government regulation: "Dairy farms are among the most highly regulated businesses in the country, but career politicians just keep wanting to write more restrictive laws that enable the administrative state to continue to write regulations," he said. "Every farmer, every small business owner and every mid-sized business owner all say they are being regulated to death. They're choking on regulations. Part of my platform is to work to scale back government regulations."

On Health Care: Opposes repealing Obamacare, for Medicaid expansion

The republican caucus came within one vote of repealing healthcare for the least among us (about 50 million Americans), and our incumbent Senator voted multiple times to strip healthcare access for Wyomingites and all Americans. Our state refuses Medicaid expansion, free lunches for students living in poverty, etc.

On Homeland Security: DOD is the most wasteful and corrupt agency in history

While I agree 100% that one of the top purposes for the government, the federal government in particular, is security, I can not agree with an $847 billion dollar price tag while the incumbent screams from the rooftops about the debt created by the last administration, who he endorsed. The DOD is the most wasteful and corrupt agency in the history of the world and the spending therefore needs to be more conservative.

On Immigration: Border is not really a huge issue, hyped by the right

We had an excellent starter, bipartisan bill partly written by one of the most conservative Senators, that was killed by the twice-impeached, disgraced convicted criminal Republican nominee for President because he needed a political weapon against Biden. My point being that the hyperbole of my friends and associates on the right about the border are not really a huge issue and are made up to simply have a political agenda to whine about.

On Tax Reform: Get the rich and powerful to pay their fair share

I will support legislation to get the rich and powerful to pay their fair share while the incumbent is against all taxation except the property taxes, sales taxes and franchise taxes we are all inundated with in Wyoming. He supported, co-sponsored and voted for the federal income tax cut scam enacted in the previous administration that cut billions off the tax bills of the rich and powerful while raising my taxes and all lower income folks' taxes, 10%.

On Immigration: Bipartisan bill would allow 5000 illegal immigrants daily

Hovde: That bill was dead on arrival. It was masquerading as a border bill but it was really funding Ukraine. Every senator once they found out what was in it was opposed to it. The simple fact is, it would have codified allowing 5000 illegal immigrants coming into our country every single day. It wasn't going to change any of the asylum laws for immigration laws at all.

Baldwin: We negotiated on a bipartisan basis in the senate the toughest border bill that they've seen in years. It would have added 1500 border patrol agents to our southern border. Had it passed in the spring, they would be there now. The bill also deployed technology to our southern border to allow us to scan every vehicle that comes through the ports of entry. But you know what? Eric Hovde and Donald Trump wanted the political issue. They wanted the chaos. they didn't want the solution.

On Abortion: Unconscionable to terminate healthy baby born alive

Hovde: Look, it's been brought back to our state. We as a state should resolve this in a common and compassionate approach. I believe in the beauty of life. I agree with exceptions for rape, incest, and the health of the mother. I think women should have a right to decide early on in their pregnancy. Senator Baldwin, you have passed or pushed to allow abortion to happen up to the point of delivery. where a healthy baby can be born alive and be terminated. To me, that is unconscionable.

Baldwin: A woman's right and freedoms should not depend upon her zip code. We have services accessible in 3 out of our 72 counties. That means 69 counties, there's no access. Harrowing things are happening to women in this state. I've talked to women who face the risk of sepsis and near death before they can get the services that they needed. That's why I'm so proud to lead the Women's Health Protection Act which would restore it nationwide. My opponent has said that he is 100% opposed to abortion rights.

On Abortion: Woman's right to choose but only in first trimester

Abortion policy should be decided via state referendum, says Hovde. "I believe we Wisconsinites need to resolve this issue with a commonsense and compassionate approach to a woman that is in that tough spot. How do we do that? I think we do it through a referendum," Hovde said, noting that he has two daughters and three grandchildren.

Hovde said he wants to see "less abortions," but has "always agreed with exceptions for rape, incest and the life of the mother."

"And, I agree that early on in a woman's pregnancy, she should have a right to choose," he said. "But there comes a point where a baby can be born healthy and alive that it's unconscionable ... thinking of terminating that child's life."

He declined to say how many weeks that should be, but pointed to countries that ban abortion "somewhere in the first trimester... or in the very beginning of the second trimester." He also pushed back on the idea that a national abortion ban could be enacted.

On Foreign Policy: Trump put crushing sanctions on Iran; Biden lifted them

Hovde: Let's go back to what this conflict is really about. It's not so much between the Palestinian people and Israel. It's really between Iran and Israel and the U.S. Iran controls Hamas and Hezbollah. President Trump put in crushing sanctions and had Iran on its back. Senator Baldwin goes back and votes for the deal that Joe Biden lifted the sanctions that funded terrorism. That's why we are in this war today.

Baldwin: Israel has the right to defend itself. But as we've seen this war unfold, we've also seen untold civilian casualties. children, women. We have to help foster a path towards cease-fire. so that the hostages can be released and so that humanitarian aid can be searched into Gaza. I'm hopeful that with the confirmed death now of the Hamas leader, that we will have a path to that peace and keep some hope alive of the two-state solution in the region.

On Foreign Policy: Don't think we should endlessly fund money into Ukraine

Hovde: Do I think that Vladimir Putin is an absolutely evil man? Absolutely. But I think we need to try to find a way to get to peace. Sadly what's happening in Ukraine is wiping out generations of their people and turning a lot of their cities into rubble. While I was supportive of Ukraine at first, the amounts of tens of billions of dollars that have gone to Ukraine that are not accountable causes great concern for me. so I don't think we should continue to fund endlessly money into Ukraine.

Baldwin: This conflict is truly about democracy versus dictatorship and we have to stand on the side of democracy. Vladimir Putin is a dictator. He illegally invaded a sovereign democratic nation. The free world stood up to Ukraine's defense. But it seems that Donald Trump doesn't know the difference between our allies and our enemies. Eric Hovde would have voted against the legislation to fund Ukrainian weaponry.

On Government Reform: Nursing homes struggling with massive amounts of regulations

Hovde: The problem is we have a lot of people out of the workforce today. We've got to get more people back into the workforce. That's an important part. A lot of nursing homeowners are struggling with the massive amounts of regulations that they are also dealing with Senator Baldwin and politicians that continue to heap on them. So we have to take a private-sector approach to try to drive more employment into that sector.

Baldwin: We need to focus on the workforce. We need to have multiple pathways to get a great paying job. Caring for our seniors. I believe in apprenticeships. I believe in the programs that are starting nursing programs in high school and then creating a debt-free path to getting a higher degree. There's a lot we can do and there's a lot that has already been advanced into congress to do just that.

Source: C-Span transcript of 2024 Wisconsin Senate debate Oct 18, 2024

On Government Reform: Why did state Supreme Court bring back drop boxes?

Hovde: We have to create confidence in our voting system. It's causing too much tension in our country. Let me tell you, it doesn't help when our state Supreme Court brings back drop boxes when those were only used for a pandemic. Why are they being brought back? I have an important question for Senator Baldwin. Are you going to vote for that provision that would stop non-US citizens from voting in our elections?

Baldwin: It's already illegal for people who are noncitizens to vote in federal elections. Voting rights are so critical. At the state level including here in Wisconsin, we have seen laws passed to make it harder for some to vote. Some people don't want some people to vote. My opponent has talked about people in nursing homes. I think the exact quote was, people in nursing homes have five or six months to live. They are at no point to vote. My grandmother broke her hip and voted in my first congressional election from her nursing home.

On Health Care: I think drug prices are wildly too high

Hovde: I'm the one who was against Big Pharma. It's your Wall Street partner who invests in Big Pharma. You oversee it and take massive amounts of money. I can't even believe she would say that I don't want to negotiate against drug prices. I think drug prices are wildly too high. I will actually do something about it because I'm not taking Big Pharma money. I'm not taking special-interest money. Her partner is making money off of it and doesn't even disclose the profit she's making.

Baldwin: It was my provision that allowed young people to stay on their parents health insurance until they turned 26. Sadly my opponent called that provision stupid and has said that he would overturn the Affordable Care Act in its entirety. He opposes efforts to negotiate with the big pharmaceutical companies to lower the price of prescription drugs. We need to build upon the Affordable Care Act and we need to build upon our efforts to negotiate lower prescription drug prices.

On Immigration: Like a rotten onion, many layers to this open border

[On the U.S.-Mexico border]: "I call it the rotten onion. And the reason why I call it a rotten onion is because, like an onion, there's many layers to this open border," Hovde said of what he deemed the second-most important issue of the election, referring primarily to the fentanyl crisis.

U.S. Customs and Border Protection has reported about 10 million nationwide encounters with removable noncitizens since 2021. The Department of Homeland security defines "encounter" as any encounter of a removable noncitizen by Customs and Border Protection Office of Field Operations or Border Patrol.

The legal immigration system, however, Hovde said, is "an absolute farce," too difficult and should be fixed. "Our legal immigration process is fundamentally broken, so we've got to fix that, and we have to close the illegal immigration process," he said.

On Jobs: Economic focus: jobs. Inflation, and overall growth

There's "no question" the economy will be the number one issue in the U.S. Senate race on Nov. 5, Republican candidate Eric Hovde said during a WisPolitics Q&A event.

"The amount of people I've interfaced with over the last seven months are thousands upon thousands of people. I'm talking to people every day. It is without question, the economy," Hovde said. "And you can define that as jobs, you can define that as inflation, overall economic growth."

Consumer prices rose 2.9% over the last year through July, the U.S. Labor Department reported Wednesday in its consumer price index, an annual rate that suggests the inflation surge of 2022 continues to ease. The annual inflation rate hadn't dipped below 3% since March 2021. Inflation has gently declined this summer, following a brief spike in spring.

On Social Security: Adjust for younger people, life expectancy going up

Hovde: I believe we need to protect Social Security. Keep it sacrosanct for everybody who is on Social Security or getting ready to retire. If you want to know why Social Security is in trouble, it is simple. We have taken federal debt from $5.5 billion to $36 trillion. We would have kept Social Security in a trust and not pilfered from it like you have. We have to look at things for Social Security for those younger people because life expectancy is going up, make adjustments for that.

Baldwin: We can extend the solvency of Social Security very easily. It's called lifting the income cap. Right now, multimillionaires like my opponent pay minute amounts. They are not doing their fair share. If we lifted that income cap, the solvency would be extended for many years. Let me tell you about something even more troubling: The plan that reverts and resets spending levels to levels from the last decade would cut social security by 28%.
