Moore Capito: Always need to take a conservative approach towards finances

The state has maintained flat general revenue budgets for the last several years, resulting in WV ending each fiscal year with record-breaking tax surplus numbers. The governor also has line-item veto authority over the budget bill. Some have criticized Gov. Justice's and the GOP-led Legislature's approach to the budget, believing the state is not creating budgets that reflect how much revenue officials believe the state will get.

Capito said he will maintain the conservative budgeting process. "I think we always need to take a conservative approach when we look at our finances in West Virginia," Capito said. "Just like many, many West Virginians look at their finances every single day at the kitchen table, we have to start with taking a conservative approach to our budgeting... I think we actually have to take a realistic approach and a conservative approach to what our estimates are, so that we can ensure for the people of the state of West Virginia their financial houses in order."

Steve Williams: Invest in infrastructure; have to have water systems

Right now we have more infrastructure money available than has ever been at the local level in our nation's history. We have to have water systems. Throughout southern West Virginia, there are areas the coal companies provided the water systems and the coal companies have long gone out of business and there was nobody to maintain the upkeep of the water systems. And now trucks are trucking in freshwater. That's a description of a third world country, not the most prosperous nation in the world.

Steve Williams: Ensure services are financed, but balance the budget

Williams believes in basing tax revenue estimates on what the state is actually bringing in and basing a balanced budget on those numbers and ensuring that government services are being financed. "If you are being fiscally responsible and very conservative on your projections, very conservative on expenditures, but being very aggressive on the expectation of what we're going to be delivering, you find yourself creating a path where you're accomplishing things that nobody else ever imagined."
