On Gun Control: Against letting schools make all dorms "gun-free zones"

Delegates Sean Hornbuckle, D-Cabell, and Danielle Walker, D-Monongalia, proposed that higher learning institutions should have the option to fully restrict concealed carry in some residence halls, which he argued would accommodate students who wish to live in a dorm free of firearms. House Judiciary chair Moore Capito, R-Kanawha, challenged the amendment saying it was too broad and wouldn't prevent schools from making "gun-free zones" in all dorms.

On Budget & Economy: Always need to take a conservative approach towards finances

The state has maintained flat general revenue budgets for the last several years, resulting in WV ending each fiscal year with record-breaking tax surplus numbers. The governor also has line-item veto authority over the budget bill. Some have criticized Gov. Justice's and the GOP-led Legislature's approach to the budget, believing the state is not creating budgets that reflect how much revenue officials believe the state will get.

Capito said he will maintain the conservative budgeting process. "I think we always need to take a conservative approach when we look at our finances in West Virginia," Capito said. "Just like many, many West Virginians look at their finances every single day at the kitchen table, we have to start with taking a conservative approach to our budgeting... I think we actually have to take a realistic approach and a conservative approach to what our estimates are, so that we can ensure for the people of the state of West Virginia their financial houses in order."

On Crime: There is a need to put away really, really bad people

Public safety and education are top priorities, Capito said, suggesting life prison sentences for human trafficking and fentanyl dealing. There should be attention paid to how programming in the correctional system prepares people to be released back into society, but there is a need to "put away really, really bad people that are doing damage on our streets. That's full stop."

On Drugs: Much of the crime we see is connected to drugs in some way

West Virginia's age-adjusted drug overdose death rate in 2021 was 90.9, more than 34 points above the second worst state of Tennessee. Capito said the continued influx of illegal drugs into the state, including fentanyl, is a supply problem that needs to be cracked down on with increased criminal penalties. Capito believes once you crack down on the supply and on the criminal element in communities, it will create less temptation for those recovering from substance use disorder from relapsing.

"The first thing we've got to do is crack down on the suppliers," Capito said. "We've absolutely got to stop these folks from bringing these toxins and poison, this fentanyl and meth, into our communities .... Once we see those folks gone, the supply's not going to be there anymore. Crime is going to drop because so much of the crime that we see in our communities right now is associated with or connected to drugs in some way."

On Education: Parental choice for public, private or home-schooling

Parents should have the ability to choose the education that is best for their children, whether that's public, private or home-schooling, he said. Priorities there include providing additional assistance so that teachers can focus on teaching instead of other tasks, and providing assistance in school to children that don't have robust support at home.

On Principles & Values: Need to be proud of spiking the football when we have a win

Capito touted his efforts to help recruit Republicans in the last state election, efforts that resulted in the largest Republican supermajority in the state's history. As a result of that margin, he said lawmakers were able to implement the largest set of tax cuts in the state's history. He said he was also proud of his vote in the last session to redesign the state's K-3 education curriculum, passing legislation that puts aides in as many of those classrooms as possible.

Capito is no stranger to politics. But as he hits the campaign trail, he warned listeners not to vote for his name, but his vision.

"Nobody is harder on themselves than West Virginians. We're just starting to feel good about what we're doing in West Virginia. We need to be proud of spiking the football when we have a win. That's what the outside sees -- that we're succeeding because we are succeeding. But if we don't tell our story, nobody is going to hear it and that's why I'm excited to get out and tell our story.

On Government Reform: Important to tear down all of these needless regulations

[On business policy]: "I think one of the most important things is to tear down all of these needless regulations that are in place. We will take a deep dive into all the burdens that our small businesses are facing. We will take them off the books. At the end of the day, we want our small businesses to reinvest the capital they're creating for their business, not using it to shuffle paperwork or pay accountants and lawyers," Capito said.
