On Crime: Second Chance Act: expunge misdemeanors & under-age crimes

Summary by Dummit-Fradin Law (6/25/20): Before, only one non-violent, non-DWI misdemeanor conviction could be expunged if at least 5 years have passed. The Second Chance Act will allow for more than one non-violent misdemeanor conviction to be expunged after 7 years, and expands the list of offenses eligible for expungements for convictions that occurred when a Defendant was under 18 years old.

On Civil Rights: Courts will decide if LGBT people are a protected class

I don't think anybody should be harassed, whether they're LGBT or transgender or for any reason whatsoever. People don't deserve to be harassed. There are court cases pending that will probably address whether or not LGBT communities should have protections afforded by the Constitution, as far as a protected class or discrimination based on that, but that's all in the courts now. And that will tell us what we need to do.

I introduced legislation that would enable those convicted and served their sentences to be able to apply for certain jobs in State government without having to initially disclose their criminal history on the application. Applicants would be given the opportunity to explain their circumstances in the hiring process. This would reduce recidivism by those who have a criminal record who only want to earn a living and support their families.

On Education: Wants teacher pay to be tops in the region

I want North Carolina to be the top state in the region when it comes to teacher pay. I believe we need to recruit and retain the best teachers in the country. We have given teachers pay raises every year that I've been in the legislature and I believe the 3.9% raise we gave this year is fair. It's certainly bigger than 0% which Governor Cooper has given them by vetoing those raises.

On Energy & Oil: Climate change exists; not sure if it's all manmade

Climate change does exist. Personally, and from my research, I'm not sure that that is all manmade climate change, but climate change definitely does exist. And if scientific studies have determined that sea levels are rising, that's something that we need to deal with, for whatever reason they may be rising. Especially with our defense and especially with our delicate natural resources that we have here in southeastern North Carolina.

On Energy & Oil: Offshore oil exploration can be done safely

I think we can safely explore offshore. From what I understand, though, there's a moratorium on any type of progress in that direction off of our coast. It's not anything we need to deal with at this moment, but exploration can be done safely. I'm not saying we need to go beyond that, but we can't even do that right now.

On Environment: Opposed weakening environmental/health regulations

Legislative Title: SB553: Regulatory Reform Act:

Analysis by N.C. LCV: SB 553 earned modest bipartisan support after some of the most environmentally objectionable provisions regarding landfills and electronic waste recycling were removed.

Veto Message : Provisions in the legislation allowing trash receptacles in exit corridors could pose a fire safety risk for residents and emergency responders. Also, this legislation could allow septic system permits to be issued that circumvent state septic system rules which can hurt public health and threaten clean water. Both of these provisions threaten public health and safety.

Legislative Outcome: Passed House 78-31-11, Roll Call #804 on Aug/29/19; State Rep. Holly Grange voted YES; Vetoed by Governor Roy Cooper on Sep/20/19; Veto Sustained in Senate 28-21-1, Roll Call #663 on Jan/14/20.

On Government Reform: Weaken governor's appointment powers over elections board

Legislative Summary: SB 68: Consolidate the functions of elections, campaign finance, lobbying, and ethics under one regulatory agency by creating the Bipartisan State Board of Elections and Ethics Enforcement.

Analysis by Election Law Society: SB 68 was created by the Republican-led General Assembly, put in place "just as a Democrat was elected governor, so as to weaken the governor's appointment powers over the elections board." Several counties are encountering problems with getting new voting machines.

Veto Message : Similar legislation to this was held unconstitutional. This legislation will undermine NC's ability to conduct fair, legal elections that maximize voter participation.

On Government Reform: Voted for shielding death investigation records from public

Legislative Summary: SB 168: An act making technical, conforming, and other modifications to laws pertaining to the Department of Health and Human Services.

Veto Message : SB 168 includes a provision to change the handling of public records by the Office of the Chief Medical Examiner which could have the unintended consequence of limiting transparency in death investigations.

Analysis by WBTV-3: Cooper vetoed Senate Bill 168 which closed a loophole that makes law enforcement records public if they are in the possession of the medical examiner. Protesters have expressed concerns that limiting public access to the death records could hide actions that happen in police custody. Some have said the lack of transparency would only serve to increase police distrust.

On Gun Control: Okay with local background check & training program

Q: What needs to change in North Carolina where gun laws are concerned? Do we have it right?

Grange: I think we do. We have a permitting process for handguns where people have to go through a background check with their county sheriff. We have training programs that are required if you decide you want to carry a concealed firearm, and that involves actually shooting the firearm.

On Homeland Security: US Army veteran: duty, honor, country

State Rep. Holly Grange, a West Point graduate and U.S. Army veteran, announced that she is running for governor. "At West Point they taught us: duty, honor, country. I've dedicated my life to this country," Grange said. "I know North Carolina can do better than career politicians like Roy Cooper. The president is an outsider who gets things done, and I'll do the same. I'll deliver the results the career politicians won't."

Grange works for Osprey Global Solutions business intelligence company and has represented the Wilmington area in the NC House for five years. She chairs the House's banking and elections committees.

On Immigration: Voted YES on requiring sheriffs to cooperate with ICE

The case of the Honduran man was the most recent of several that prompted North Carolina's Republican-controlled state Legislature to pass a bill requiring local sheriffs to honor ICE detainers. Cooper vetoed the bill last week. State law enforcement officials opposed Cooper's veto, as did President Donald Trump. Cooper said the legislation, House Bill 370, would drain resources from local law enforcement.

Governor's Veto Message: This legislation is using fear to divide North Carolina. Current law allows the state to jail and prosecute dangerous criminals regardless of immigration status. This bill, in addition to being unconstitutional, weakens law enforcement in North Carolina by mandating sheriffs to do the job of federal agents.

Legislative outcome: Passed Senate 25-18-7 on June 24; passed House, 62-53-5 on Aug. 20; Rep. Grange voted YES; vetoed by Gov. Cooper on Aug 21.

On Jobs: Companies getting incentives must bring new local jobs

I believe in attracting companies that do business the right way and bring with them good paying jobs. I believe any incentives should ensure that the jobs promised are delivered. We need guarantees from companies that new jobs are North Carolina hires and that infrastructure investments benefit our communities. We need to be competitive with neighboring states in attracting these businesses.

Grange failed to disclose a business owned and operated by her husband on state Statement of Economic Interest (SEI) forms for several years, according to documents reviewed by Policy Watch. In North Carolina, public officials are required to disclose connections to all non-publicly owned companies by which they or their immediate family members are employed or in which they have an interest. Grange did not disclose the business on her 2019 SEI form.

On War & Peace: Worked with Democrats on taking care of veterans

I've worked across the aisle with my colleagues on many bills. I think we've found common ground in taking care of our veterans and as a veteran myself, that is something I take very seriously. I have also worked across the aisle on many bills concerning our first responders, the National Guard, Active Duty military and their families. These are definitely issues that cross party lines.
