Legislative Summary: AB 53 Vehicles: This bill would require a parent, legal guardian, or the driver of a motor vehicle to properly secure a child who is under 2 years of age in an appropriate rear-facing child passenger restraint system, unless the child weighs 40 or more pounds or is 40 or more inches in height. A violation of these requirements would be a crime.

Dan Quayle: “Children’s rights” wrongly undermines parental authority

The UN Convention on the Rights of Children declares that children of all ages have a right to free expression, free association, privacy, and leisure. Sounds nice, doesn’t it? But the children’s rights zealots are encouraging children to believe they can sue their parents. It’s appropriate for the legal system to intervene to protect the child from an abusive parent. But those who advocate some overall agenda of “children’s rights” are undermining ordinary parental authority, and this is wrong.

Kamala Harris: Punish parents of chronically truant kids

She championed a statewide version of an anti-truancy law she had put in place in San Francisco that threatened parents of chronically truant children with as much as a $2,000 fine and a year in jail. By Oct. 2012, two mothers had been imprisoned under the law. "We are putting parents on notice," she said in her inaugural speech as attorney general. "If you fail in your responsibility to your kids, we are going to work to make sure you face the full force and consequences of the law."

Kevin de Leon: Yes Means Yes: affirmative consent standard at colleges

De Le˘n was the sponsor and co-author (with State Senator Hannah-Beth Jackson) of SB 967, requiring colleges in California, in order to receive state funds for student financial assistance, to adopt an "affirmative consent standard" and prohibits various affirmative defenses, including prohibiting specified factors that may negate an accused's mens rea (testing the question of intention in a crime), in college disciplinary proceedings involving allegations of sexual misconduct.

Senator Leon wrote (along with Senator Hannah-Beth Jackson) that, although "In a court of law, due process is necessary to protect the accused's liberty," prosecutors too often are unable to gather enough evidence to prosecute offenders. They continue, by stating that their "Yes Means Yes" legislation deals with an administrative adjudication process to ensure that students abide by the code of conduct, and thus is "a fairer process."

Travis Allen: Against requiring car seats for children under 2

Legislative Summary: AB 53 Vehicles: This bill would require a parent, legal guardian, or the driver of a motor vehicle to properly secure a child who is under 2 years of age in an appropriate rear-facing child passenger restraint system, unless the child weighs 40 or more pounds or is 40 or more inches in height. A violation of these requirements would be a crime.

Pro-car seat argument by CSFTL (Car Seats For The Littles): Rear facing is 5 times safer for children who are between 1 and 2 years old. When children ride rear facing, instead of their head flying forward in a crash, the child's head, neck, and back will be supported by the car seat, reducing the amount of pressure put on the child's undeveloped spine.

Travis Allen: Don't teach about relationship violence in sex ed class

Legislative Summary: AB 329, the California Healthy Youth Act, would require school districts to ensure that all pupils in grades 7 to 12 receive comprehensive sexual health education and HIV prevention education.

Pro-teaching argument by the CPEDV (California Partnership to End Domestic Violence): By addressing dating and sexual violence through a school-wide, coordinated policy response, we can create a safe space for students. AB 329 ensures that pupils gain the "knowledge and skills they need to form healthy relationships that are based on mutual respect and affection, and are free from violence, coercion, and intimidation." Dating abuse and sexual violence prevention can be addressed throughout sex education instruction.

Young Kim: Opposed assisted suicide law

Legislative Summary: AB-15 End of Life Option Act: This bill authorizes an adult who has been determined by his or her attending physician to be suffering from a terminal disease, to make a request for a drug prescribed for the purpose of ending his or her life.

Analysis by DeathWithDignity.org: California's physician-assisted dying law took effect on June 9, 2016. Patients may request and physicians may prescribe life-ending medications under the law. The End of Life Option Act closely follows the model of the Oregon Death with Dignity Act with some modifications, most of which are required to comply with the California statute.
