Joe Visconti: Entitlements trap people by penalizing them for success

Our present entitlement programs tend to trap people in the welfare system and penalize them as they try to better themselves. Too many people are prevented from climbing the ladder of social mobility because they lose needed assistance before they can support themselves and their families on a real living wage. Because of this, our limited resources are diverted from the truly needy to instead support people who are struggling to be self-sufficient in this devastating economic climate.

Implement a real time audit program that utilizes technology to verify and validate current needs for those within the safety net.
Raise the safety net, by incorporating a prorated system of entitlements to help people lift themselves out of dependency and reduce the welfare role.
Use these savings to expand help to the truly needy including the disabled, elderly and the homeless.
