On Energy & Oil: I love coal and the energy sector

Wyoming has been long dependent on our natural resources, coal, oil, gas, and trona. I am a businessman, part of my portfolio consists of buying coal, arranging and paying for rail freight to a destination in Crookston, MN where we installed a coal transload facility, thereby giving us the capability to market and sell coal in that region. The business is as strong today as it was when we developed that business almost 3 years ago. I love coal and the energy sector.

On Environment: State can handle mineral/energy use; won't hurt environment

What is my stance on the transfer of public lands ownership, federal to state, except wilderness, monuments, and parks? I really don't think Wyoming, as a state, needs to do this unless the feds threaten our public access. As far as managing the permitting of mineral and energy use, I feel the state could take that part over and manage it without jeopardizing our environment.

On Health Care: No Medicaid expansion; let Washington fix it

What about Medicaid Expansion? As it turns out, however you want to trail it, it is a mess.˙ We are probably fortunate that Wyoming did not expand it originally.˙ No one really knows where health care stands at this moment. I do believe we need to take care of each other and find ways to do that from a health stand point.˙ I hope Washington gets it right and we benefit from it in Wyoming.˙ However, government does and should have its limitations.

On Jobs: People leaving to seek out-of-state jobs; remedy needed

According to the Bureau of Labor Statistics, Wyoming's available workforce has gone from approximately 297K to roughly 292K from June 2017 to November 2017 with available jobs going from 285K to 280K. This trend remains that way in the face of the increase in jobs in the energy sectors. The unemployment rate is relative to the available workforce to the current active jobs. In other words people are leaving our state to find opportunity while we are still retaining a low unemployment rating.

On Tax Reform: Taxes shouldn't be the "go to" in bust times: must diversify

What is my stance on raising taxes? Let's look at this from a business perspective.˙ In my business, if I am having a tough year, do I go out and ask my customers for more money on my services? No, I get creative, innovative, cut expenses, and look for different revenue sources... diversify. In Wyoming, we need to save more in the boom times and push hard for diversification.˙ Not push for diversification and look at taxing in bust times.

On Abortion: Pro-life and pro-family

The forum consisted of a series of questions asked of all the candidates. All said they were pro-family, pro-guns and conservatives. All said they were pro-life and believe life begins at conception. Only two said they would make an exception to those beliefs: Mark Gordon in cases of protecting the life of the mother, incest or rape, and Foster Friess for the life of the mother.

Four are Wyoming natives, including Dahlin, born and raised in Sheridan.

On Civil Rights: There's plenty of bathrooms; don't allow transgenders

All six candidates said they opposed a failed Senate bill in the last session that would have allowed transgenders to use their public restroom of choice throughout Wyoming. "There's plenty of bathrooms, it's not necessary," Bill Dahlin said.

They agreed Wyoming should focus on its aging population and doesn't need additional hate-crime legislation.

On Local Issues: Improve our state, so we can keep our young people here

Sheridan businessman Bill Dahlin called a focus on the Constitution "a fundamental necessity"--specifically, the freedoms it grants and the pursuit of happiness. He also highlighted the economy. "Our economy touches all of us," he said. "Our challenge is to improve our state, so we can keep our young people here." Dahlin recommended relying on constitutional principles, while thinking "outside the box," saying the state needs to consider industrial hemp as a viable option.

On Crime: Rehabilitate prisoners instead of warehousing them

Bill Dahlin, gubernatorial candidate, says "The Wyoming constitution refers to and charges that we rehabilitate our prisoners, not warehouse them. Our prison population is out of control. We cannot afford not to change the system. I will work on this challenge. On top of this we have the highest suicide rate of any state. Mental health should be the target of priority. I believe it is correct, that if you go after the cause the cost of the correctional facilities will go down."
