I'm not saying this to propagandize Sputnik. I'm talking about the ease with which you can evade [vaccine mandates]. So it seems to me we should not mandate, but instead convince and prove that vaccination is better than the disease."

After the election of Vladimir Putin in 2000, he pushed for significant growth in spending for public health care in Russia. In 2011, Putin announced his plans for large-scale health care reform and pledged to allocate more than
300 billion rubles to improving the health care system in Russia over the next few years. He also increased the obligatory medical insurance tax paid by companies for compulsory medical insurance from 3.1% to 5.1%.

Putin is throwing a lot of money into the health pot to try to raise the average life expectancy to about 74 years by 2020. "Our top priorities are to improve public health-care services and public health in general,
increase life expectancy, reduce mortality, and improve the demographic situation", President Putin told delegates at a medical conference in April 2011.
