On Drugs: Supports expansion of state medical marijuana program

Tulsa World analysis: House Bill 3228, the Oklahoma Medical Marijuana and Patient Protection Act, would have allowed medical cannabis patients to receive deliveries from dispensaries within a 10-mile radius or--for rural residents--a dispensary in their county. It also would have barred the Oklahoma State Department of Health from sharing patient and caregiver records with other state agencies or political subdivisions, including law enforcement, without a court order.

Veto message: HB 3228 is a lengthy bill that alters Oklahoma's medical marijuana program. The language in the bill makes substantial policy changes to the medical marijuana program that were not fully scrutinized through normal legislative procedure before the bill was received by my office in the middle of the night Saturday.

On Foreign Policy: Oklahoma should not support anti-Israel boycott

Legislative Summary: HB 3967 declares that Israel is a prominent trading partner of the State of Oklahoma and that the state should not boycott Israel [referring to the BDS movement, "Boycott, Divestment, Sanctions"]. The measure prohibit the state from entering into any contract with a company unless the company submits a written certification that the company is not currently engaged in a boycott of goods or services from Israel.

Recommendation to vote NO by CAIR-Oklahoma (Council on American-Islamic Relations): The State cannot put conditions on public contracts that require a writt-en allegiance to another specific country. This bill is not about the Israeli-Palestinian Conflict. It is an attempt to stifle free speech in our communities.

On Government Reform: Add photo ID & notarization requirement for absentee voting

Legislative Summary:SB1779: An Act relating to elections; prohibiting absentee ballot harvesting in certain elections.

Oklahoma Policy Institute analysis: Just a day after the Oklahoma Supreme Court removed barriers to absentee voting, the Oklahoma Legislature is quietly advancing a bill to make it harder to vote by mail. SB 1779 would require voters to include a photocopy of identification, which would put Oklahoma as one of only three states with similar requirements. In 2021, it would reinstate the notarization requirement--the very one struck down by the Supreme Court.

On Gun Control: Allow armed stand-your-ground in churches

Legislative Summary: HB2632: Expanding right to use deadly force at place of worship.

Tulsa World analysis: A state lawmaker citing extensively from the Bible urged churchgoers and other people of faith to arm themselves against "knuckleheads" and "evil people" as a bill extending stand-your-ground immunity to places of worship passed the Oklahoma House. "Why should we give an open shooting gallery to whoever wants to come in and do whatever they will?" Rep. John Bennett. "It clearly states in the Bible to defend ourselves.... Jesus was not a pacifist."

On Health Care: Impose work requirements to receive Medicaid

Legislative Summary: HB2932: The measure directs the Oklahoma Health Care Authority and the Department of Human Services to eliminate Medicaid eligibility for non-pregnant able-bodied adults under the age of 65.

NPR analysis: For the first time in the program's history, states can require people to work a certain number of hours to be eligible for the government health program for low-income Americans. In December 2018, Oklahoma became the 11th state to ask the federal government to sign off on Medicaid work requirements.

On Tax Reform: Allow ball and dice games at casinos to raise revenue

Legislative Summary: HB3375: The bill provides state approval for new game offerings under the State Tribal Gaming Act. Tribes may elect to begin offering non-house banked table games and sports pools.

KFOR Oklahoma's News-4 analysis: The Grand Casino in Shawnee went live with something they've never had before--ball and dice. The casino has long had their own versions of roulette and craps but they were played with cards instead of a ball and dice.
