More affordable housing than ever, and fewer homeless
In 2018 we built and protected more affordable apartments than ever. The most since our Housing Department was founded. The City Council played a crucial role by passing the Access to Counsel Law, which has made such a difference--tens of thousands of
tenants now have their own lawyers, lawyers paid for by the City who stop illegal evictions. We're also showing public housing residents that we can begin to reverse decades of disinvestment and make their lives better. The NYC Housing Authority has
a plan to bring brand new everything to 175,000 NYCHA residents, from new roofs to new kitchens and bathrooms.
We still grapple with too many people in this town who need our help because they're homeless. We moved more than 2,000
homeless New Yorkers off the streets and into a permanent situation where they can be taken care of and they can get the help they need. And we closed more than 180 shelters that didn't meet our standards for health and safety, and we will close more.

Assist beneficiaries with earned income tax credit
We aggressively stepped up our work with the earned income tax credit, even establishing a free tax center in City Hall, leading to savings of hundreds of thousands of dollars in filing fees and assisting in putting millions of previously unclaimed
dollars into the pockets of residents. And now with the Governor's expansion of eligibility for the state EITC, hundreds, if not thousands, more Newarkers can claim additional benefits.

Welfare offices as job centers
Hopefully, all welfare offices will be Job Centers, and they all will be finding work for people. When people go into welfare offices, they won’t even recognize them anymore as welfare offices.
They will look like employment offices. That’s what they should be. Because that how you empower people.

The homeless need special attention: reach out & help
[Some] people living on the streets have serious problems. These problems include substance abuse, mental illness and serious violent criminality. All of those issues need to be addressed. Letting people lie there so that their problems get
worse is not the answer. It’s not compassionate, and it’s not humane. We need to reach out to these people and help them address their problems. That’s what a compassionate society does.
