The Los Angeles Times: on Government Reform

Antonio Villaraigosa: Increase voter turnout among Latinos & all demographics

Villaraigosa said that his campaign will seek to increase Latino voter turnout for the upcoming governor's race. "When I ran in 2001 and 2005, I said, 'I want to be the mayor for all of us,' " he said. "I'd like to see turnout increase dramatically among all demographics. But clearly, one of them is the group who votes the least, and that's the Latino community. "A big part of our campaign is going to be to energize and organize that part of the electorate," he added.

Dick Cheney: Didn’t vote in local elections because his focus was global

Cheney acknowledged he failed to vote in 14 of the past 16 elections in Texas. He was dismissive of the nonfederal elections he missed. “Go look at the elections in Texas there, an awful lot of these were local issues--that Highland Park school board issue,” he said. Asked if local elections aren’t as important as federal elections, he said: “I’m sure they are for people that are connected with them. I was not involved in community affairs very extensively in Dallas. My focus was on global concerns.”

John Cox: I'm the outsider, not beholden to any donors

[On opponents' supporters]: "I'm the outsider. I'm the guy that's going to get things done," Cox said, criticizing Newsom and Faulconer as beholden to their donors. "People are sick of that. They want an outsider. They want someone that's actually going to address these issues."

John Hagelin: Supports holistic and pragmatic approach to government

Hagelin advocates what he says is a holistic approach to government, where health care is preventive, education is innovative, agriculture is sustainable and energy is renewable. "Government has been utterly lacking in knowledge or profound principles. Government has been ruled by those with the single skill of raising money. I have broad expertise in a very simple but profound political philosophy. Government should be what works, not what is bought and paid for by political interests."

Joseph Lieberman: Preserve the independent counsel law, with limits

An independent counsel law is most effective when used for significant investigations and least effective when used to pursue flimsy charges. To limit use of the law, Congress might raise the evidentiary threshold for appointing an independent counsel and reduce the number of executive branch officials - which now numbers 240 - who fall under its jurisdiction.

I have no doubt that if we fail to craft a workable substitute to the independent counsel, down the road, we'll find ourselves in a crisis similar to Watergate or Iran-Contra or Whitewater, with a public skeptical of the legitimacy of the criminal process, and, possibly, with a president or attorney general more interested in their own careers, than in getting to the facts. Then, we will wish that in 1999 we had done more to preserve the bedrock democratic principle of the rule of law, that is the ability to independently prosecute even our most powerful officeholders.

Mike Espy: Imposed USDA-wide job freeze and cuts

Agriculture Secretary Mike Espy imposed a department-wide job freeze and announced that he will cut the department's Washington bureaucracy before he approves a reduction in field offices. He also plans to address the recent problems with tainted beef. The job freeze, which was not publicly announced, came on Espy's first day in office, Jan. 22, and was coupled with his promise to review a George Bush Administration plan to close more than 1,200 Agriculture offices outside Washington.
