CNN political race coverage: on Energy & Oil

Al Gore: Use oil reserves so heat doesn’t become a luxury

Gore proposed that the government tap into the nation’s 570-million-barrel strategic oil reserve in an effort to drive down the costs of gasoline and home heating oil. “I’m not satisfied when the oil to heat your home becomes more of a luxury than an affordable necessity.” Gore also called on Congress to create a permanent home heating oil reserve for the Northeast and for the appropriation of $400 million in emergency funds to help low-income families cope with extreme price spikes.

Charles Booker: Refers to Green New Deal as "Kentucky New Deal"

Booker's bid from the left, touting his support for the Green New Deal (which he referred to as the "Kentucky New Deal"), universal basic income and "Medicare for All," drew the support of progressive leaders from across the country. He emerged as a national voice during protests over police brutality and racial injustice following the police killings of George Floyd in Minnesota and Breonna Taylor in Louisville, Kentucky.

George W. Bush: Look for oil in US rather than tap into emergency reserves

Bush assailed Gore's suggestion as "bad public policy," and accused the vice president of trying to manipulate a national strategic asset for political purposes. The reserves are "an insurance policy meant for sudden disruptions of the oil supply. It should not be used for political gain at the expense of national security." Rather, plans must be implemented to make the United States less dependent on oil imports. "I would like to aggressively explore our own continent for oil and natural gas."

John Kerry: Encourage fuel efficient cars & use reserves in short-term

Kerry says he would spend $10 billion over 10 years on new plants to manufacture more fuel efficient vehicles. He also would offer up to a $4,000 tax credit for people who buy advanced technology vehicles that get better mileage. Kerry wants to divert oil being used to fill the Strategic Petroleum Reserve in the short term and bring it to market to bring down prices. And his administration would demand that oil-producing nations increase supply.

Mark Kelly: Trump withdrawal from Paris Accords sets back U.S. progress

This year has been an unequivocal disaster for the future of the planet. President Donald Trump has managed to take a wrecking ball to years' worth of hard work and painstaking negotiations. If not undone, our retreat from the Paris Climate Accords and the EPA's Clean Power Plan alone mean our planet's temperature will rise at a greater rate and our citizen's health will degrade. Other changes in environmental regulations on drilling and auto and appliance efficiency will only make matters worse.

Rev. Jesse Jackson: We need Senate to pass a climate bill & end oil subsidies

Right now, America lacks a clear direction for energy policy. Our current path favors big oil and coal interests, which don't offer the potential job growth of a clean energy economy. Offshore drilling provides a few thousand jobs nationwide, but, as the BP oil spill recently demonstrated, can jeopardize millions of other jobs in other industries such as fishing and tourism. The status quo, quite simply, is not working: We need the Senate to pass a strong climate bill that will boost investment in these sectors and provide broad job opportunities in renewable energy.

Ending the subsidies that make dirty fuels artificially cheap can spark a shift in infrastructure development, create more jobs and allow America to become more self-sufficient.

The choice is clear. We can sit idly as China and Germany invest in clean energy--a soon-to-be $8 trillion world market--or we can step up, get Americans back in the work force and export the best clean energy vehicles and technology.

Wesley Clark: Establish redline of protection in places like ANWR

In general I am inclined not to support drilling in the Alaskan National Wildlife Refuge. I've looked at the issue, but the gains in terms of US energy independence are relatively marginal. It's an important redline in terms of trying to protect a pristine area in the environment. So, in general I am inclined to go against it right now.

Kamala Harris: 2010s: Sued Big Oil; no climate change disinformation

Climate action has run through Harris's career for decades. As California's attorney general, Harris sued big oil companies like BP and ConocoPhillips, and investigated Exxon Mobil for its role in climate change disinformation. While in the Senate, she sponsored the Green New Deal resolution. And as vice president, Harris made the crucial tie-breaking vote to pass Democrats' historic climate bill.
