Mike Murphy: No more looting; we're going to shoot back

Murphy said much of the motivation for his campaign stems from the riots in Minnesota that erupted after the murder of George Floyd while in the custody of Minneapolis police. The candidate said that starts with being vocal about supporting police and cracking down on violent criminals he thinks have been treated too softly by courts. "We have to let the criminals know that you're going to be in jail," Mr. Murphy said. "No more looting. We're going to shoot back. We're going to come after you."

Rand Paul: Death penalty is a state issue

Rand Paul said that the disproportionate number of minorities in the nation's prisons convinced him to push for sentencing reform and restoring voting rights to some convicted felons ahead of a possible presidential run in 2016. However, the fact that there are a disproportionate number of minorities on death row in the US has not led him to scrutinize capital punishment. He said the death penalty is a state issue: "I haven't had a lot of feedback specifically on that," Paul said in a phone interview. "I just haven't taken a position on the death penalty."

White people have accounted for more than half of all executions in the United States since 1976. Kentucky has executed three people since 1976--all white males--but none since 2008. The state's death penalty has been on hold since 2010 pending the outcome of a state lawsuit.

Paul said he did not know if the death penalty is an important issue to minority voters, whom he has been courting in recent months.

All four candidates support either a moratorium on or an end to the death penalty. McCord, McGinty and Wolf agree a moratorium on the death penalty is in order while studying its value. Schwartz would sign legislation to end the death penalty in Pennsylvania.

Sandra Day O`Connor: 8th amendment does not forbid death penalty for minors

The Supreme Court Ruled that capital punishment for minors violates the Eighth Amendment’s ban on cruel and unusual punishment, the court reversed its 1980 decision that allowed executions of convicts who were 16 or 17 at the time of their crimes.

In her dissent Justice O’Connor wrote: “I would demand a clearer showing that our society truly has set its face against this practice before reading the Eighth Amendment as categorically to forbid it.”
