On War & Peace: Rumsfeld says there are ties between Iraq & Al-Qaida

I have acknowledged since September 2002 that there were ties between al-Qaida and Iraq. This assessment was based upon points provided to me by [the] then CIA director George Tenet to describe the CIA’s understanding of the al-Qaida Iraq relationship. Intelligence on the Saddam-al-Qaida question “migrates in amazing ways” and there were “many differences of opinion in the intelligence community”.
