On Energy & Oil: $50 million to help Massachusetts deal with climate change

Patrick took the wraps off a $50 million plan that he says will help prepare Massachusetts for the challenges posed by climate change. The initiatives include a $40 million grant program by the Department of Energy Resources to help cities and towns to shore up protections around energy services. Another $10 million will be spent on critical coastal infrastructure and dam repair. That includes $1 million for "green infrastructure" projects like beach and dune enhancement.

On Tax Reform: Called for cutting state sales tax, hiking income tax

Patrick called for a sharp increase in the state income tax and a deep cut in the sales tax.

In his annual "State of the State" speech, Patrick asked the state Legislature to approve a hike in the state's 5.25 percent income tax to 6.25 percent and a reduction in the 6.25 percent sales tax to 4.5 percent. Patrick said proceeds, estimated at $1.9 billion a year, would go to public education and transportation projects.
