On Abortion: No residency requirement for abortions; clinics ok

Bill Number HB 1242: A bill for an act relating to section 453-16, Hawaii Revised Statutes. Prohibits the State from denying or interfering with a female's right to choose or obtain an abortion of a nonviable fetus or an abortion necessary to protect the female's life or health. Repeals residency requirement for abortions. Permits abortions to be performed in clinics and physician's offices.

Legislative History (Wikipedia downloaded 1/7/2022): Hawaii state law since 1971 required that any woman getting a legal abortion in the state needed to be a resident for some specific period between 30 and 90 days [which this 2006 law repealed. This law's definition of "nonviable" was later refined]: As of 2019, the state prohibited abortions after the fetus was viable, generally some point between week 24 and 28.

Legislative Outcome: Passed House 37-13-1 on 3/7/06; Kirk Caldwell voted YES; passed Senate 18-7-0 on 4/11/06; Signed by Gov. Linda Lingle on 4/26/06.

On Energy & Oil: Voted YES to suspend the gasoline price cap

Bill Number: HB 3115 - A bill for an act relating to the petroleum industry. Establishes: (1) petroleum industry monitoring, analysis, and reporting special fund; (2) petroleum industry information reporting system; and (3) unfair practices by petroleum industry. Suspends enforcement of gasoline price limit program by PUC.

Wikipedia "Gas Cap Law" downloaded 1/7/2022:The Hawaii Gas Cap Law, introduced in 2005, set a price ceiling on wholesale gasoline prices. The price was set weekly by the Hawaii Public Utilities Commission (PUC). On May 5, 2006, [HB3115] suspended the gas cap law. The bill allows Hawaii's governor to reinstate the gas cap law at any time. In force for less than a year, the cap was seen by some as artificially raising consumer prices. The law has not been reinstated.

Legislative outcome: Passed Senate 22-3-0 on 5/2/06; passed House 50-0-1 on 5/4/06; Kirk Caldwell co-sponsored and voted YES; Signed by Gov. Linda Lingle on 5/5/06
