Almost half of Americans do not pay income taxes. If the current system isn't reformed, a majority of Americans will consider income tax increases a boon, because they won't pay them and will receive the redistributed revenue. Compounding the problem, the tax code is too complex and punitive for the Americans paying income taxes to fully prosper. It discourages the economic initiative of entrepreneurs and workers, and diverts capital away from more profitable economic activities into shelters that reduce tax burdens.
