Trump campaign vs. Trump administration: on Health Care

Ben Carson: Ban Ebola-infected people from entry; treat them elsewhere

As the Ebola infection rate and death toll continue to rise rapidly on the African continent, many of us have become complacent with the measures we have taken to protect Americans from this deadly disease. The Centers for Disease Control and various infectious-disease specialists have done a yeoman's job in their efforts to prevent infected individuals in our country from contaminating others. They have put excellent protocols in place that would virtually guarantee complete safety. Unfortunately, all of those valiant efforts cannot preclude human error, which remains an ever-present danger, regardless of intellect.

For this reason, I and many others are not comfortable with the idea of bringing infected individuals into our midst when we can readily treat them elsewhere and happily receive them back once the infectious danger has passed. I have no desire to induce panic, but we must realize that some viruses are known to undergo mutations that make them even more virulent.

Ben Carson: There's a strong connection between health and housing

Carson noted that a connection between health and housing would be a key focal point of HUD under his leadership. In his opening statement, he said, "There is a strong connection between housing and health, which is of course my background. Substandard housing conditions such as pest infestation, the presence of lead paint, faulty plumbing, and overcrowding, which disproportionately affect low-income and minority families, lead to health problems such as asthma, lead poisoning, heart disease, and neurological disorders. I can tell you that lead poisoning irreversibly affects brain and nervous system development, resulting in lower intelligence and reading disabilities. I am passionate about health as you may have guessed, and where one lives should not cause health problems. So I look forward to working with HUD's Safe and Healthy Homes program and others on these issues. We cannot have social mobility without a strong healthy foundation in the home."

Donald Trump: Medicare for All is really Medicare for None

Throughout the year, we have seen Democrats across the country uniting around a new legislative proposal that would end Medicare as we know it and take away benefits that seniors have paid for their entire lives. Dishonestly called "Medicare for All," the Democratic proposal would establish a government-run, single-payer health care system that eliminates all private and employer-based health care plans and would cost an astonishing $32.6 trillion during its first 10 years.

In practice, the Democratic Party's so-called Medicare for All would really be Medicare for None. Under the Democrats' plan, today's Medicare would be forced to die. The Democrats' plan also would mean the end of choice for seniors over their own health care decisions. Instead, Democrats would give total power and control over seniors' health care decisions to the bureaucrats in Washington, D.C.

Delaying reform will make it worse. Half of America skimps to pay for health care. The only fix is to cut waste.

Donald Trump: Strike down ObamaCare as an UNCONSTITUTIONAL disaster

Open enrollment for ObamaCare will continue despite the federal judge's ruling that the law is unconstitutional and must be "invalidated in whole." U.S. District Judge Reed O'Connor, a federal judge in Texas appointed by President George W. Bush, ruled that last year's tax cut bill knocked the constitutional foundation from under ObamaCare by eliminating a penalty for not having coverage. The rest of the law cannot be separated from that provision and is therefore invalid, he wrote.

Trump tweeted his support for the ruling, saying, "ObamaCare has been struck down as an UNCONSTITUTIONAL disaster!" He continued, "Now Congress must pass a STRONG law that provides GREAT healthcare and protects pre-existing conditions." Another tweet said, "Wow, but not surprisingly, ObamaCare was just ruled UNCONSTITUTIONAL by a highly respected judge in Texas. Great news for America!"

Rep. Nancy Pelosi, who is expected to become House speaker in January, vowed to fight what she called an "absurd ruling."

Tom Price: Give every American access to affordable health coverage

Last week, Trump issued an executive order that gave broad authority to the head of the Department of Health and Human Services, as well as the heads of other executive offices and governmental departments, "to waive or delay the implementation of any requirement of the Act that would impose a fiscal burden on any State, or regulatory burden on individuals, families, healthcare providers, health insurers, patients, or makers of medical devices or medications." When asked by Sen. Ron Wyden (D-OR) if he would commit to "not implementing the order until the replacement plan is in place," Price responded, "What I commit to you and what I commit to the American people is to keep patients at the center of healthcare. And what that means to me is making certain that every single American has access to affordable health coverage that will provide the highest quality healthcare the world can provide."

Tom Price: No right to Medicaid under state block grants

Sen. Bob Menendez (D-N.J.) asked Price if block granting Medicaid to states--which would give each state a set amount to administer the program as it sees fit--meant that Medicaid would then no longer be a right but a possibility subject to funds granted to states. He questioned, "When you move to a block grant do you still have the right to Medicaid if you qualify?"

Price responded, "No. I think it would be determined by how that is set up."
