Clinton was intrigued, but worried that the job would demand too much of the vice president’s time. Hillary had a different objection: she felt Gore, not she, would dominate domestic policy if responsible for health care.

Bill Clinton: 1993: Advisers urged scaling back Hillary’s healthcare role

returned after Labor Day. Before leaving, the president had been besieged by advisors who continued to warn that the deficit would be in danger of exploding if he listened to Hillary. They saw the plan she was developing as too big and too costly. The Clinton presidency would historically succeed, they advised, only if he would scale back his wife’s grandiose ideas about reform and settle on a more manageable and incremental approach. Clinton had said he would make a final decision after his vacation.

Hillary Clinton: 1979: Named by Bill as AR healthcare head; program worked

physicians were scarce. Bill appointed Hillary to solve the problem of delivering expanded health care to the poorest counties without taking a bite from doctors’ fees. Hillary used her contacts in Washington to obtain federal money to pay for rural health care services in Arkansas. Four rural clinics were opened almost immediately, construction began on three others, and the use of midwives and nurse-practitioners was expanded.
