Mass Scorecard 2025-2026: Bill H.2026 RollCall 13, 14, 20, and 22

This is a series of four votes in the "House Rules" on Feb. 25, 2025. All House legislators voted exactly the same on all four votes, so we record them as one Scorecard score. All four votes were amendments to Bill H.2026 or Bill H.2024 (we list that bill separately for its "Audit the Legislature" vote, which had a different voting record that these four). The four votes are:

  • Amendment #2 to HB2026: This amendment requires that all matters taken up after the previous July 31st deadline in the second year of a two year session be voted on with a recorded roll call vote. This includes the new lame duck session timeframe that takes place after an election but before the end of session.
  • Amendment #3 to HB2026: This amendment would require a two week notice before any votes are expected, if taking place after the previous July 31st deadline which would now include a lame duck session that takes place after an election but before the end of session
  • Amendment #18 to HB2024: This amendment would require two days to review bills that are under consideration in a formal session rather than one.
  • Amendment #2 to HB2024: This amendment would require that a list of matters and copies of all bills that are to be voted in committee to be made available to the members of each committee electronically no less 2 hours prior to their consideration.

    Senate equivalent: Just three votes in Senate; we count the vote in which the most Senators voted with the Platform (those 9 Senators also voted YES on the other two votes):
  • S.15 Senate Rules Bill
  • Amendment #13 to S.15 Failed: Yes 6 No 32 Absent 2: Prohibits consideration of conference committee reports if filed within 72 hours of the end of formal session, and requires unanimous consent of all members to revoke, repeal, or suspend said rule. Conference committee reports are pieces of legislation that come out of a closed door reconciliation process, and have in the past, involved measures not previously included in past approved versions. Adding this buffer time ensures adequate time for legislators to review what are often complex bills, and at traditionally very busy time.
  • Amendment #10 to S.15 Failed: Yes 5 No 33 Absent 2: Requires a minimum of 48 hours before consideration of conference committee reports, and requires the reports must be filed by 5:00 p.m. on the filing day. Conference committee reports are pieces of legislation that come out of a closed door reconciliation process, and have in the past, involved measures not previously included in past approved versions. Allowing for time to review the legislation before being expected to vote on it is best practice.
  • Amendment #22 to S.15 Failed: Yes 9 No 29 Absent 2: Requires all conference committee reports include a recorded roll call vote. We cite the Mass Fiscal Scorecard in the links above because Mass.gov, the Massachusetts Legislature website, hides this information from the public. These four votes are about legislative transparency, but also exemplify the lack of transparency in the Massachusetts legislature. We challenge skeptics to find the amendment texts on the Mass.gov website -- you can start here: If you can find the texts of the amendments that led to the four votes, please let us know how (you might try the House Journals), because we could not find them -- that's our defintion of "lack of transparency." We understand that legislators -- even progressive legislators -- will say "But the Massachusetts legislature is already transparent". Several said that to Mass Scorecard volunteers when they saw their negative scores on this issue (and complained that the Mass Scorecard was "wrong"). In fact, progressive legislators said exactly this same thing about the previous Mass Scorecard in 2003-2006.
