Exempt first $10,000 in tips from income tax

If I'm your next United States Senator, I'll exempt the first $10,000 of tip income from federal income and FICA taxes. Treat tips as gifts, not income, because that's what they are. Waiters, waitresses, bellhops, cab drivers, hair dressers, parking attendants and many other hard working Americans will benefit from this middle class tax cut. It will cost slightly over $3 billion a year (out of a $2.4 trillion budget) but we probably spend more than that trying to collect income tax on tips anyway. It will eliminate paperwork for tens of thousands of small businesses and remove them and their employees from the constant threat of audit by the IRS.
