Criminalize unlawful use of unmanned aircraft systems

HB195: This bill creates the crime of unlawful use of an unmanned aircraft system. The bill prohibits unmanned aircraft systems from flying over sporting events, concerts, automobile races, festivals, and events at which more than 5000 people are in attendance and critical infrastructure in the State of Delaware.

National Conference of State Legislatures summary: State legislatures continue to debate if and how drone technology should be regulated, considering the benefits of their use, privacy concerns and their potential economic impact. Since 2013, at least 44 states have enacted laws addressing drones and an additional three states have adopted resolutions.

Legislative Outcome: Passed House 37-1-3 on Jul/1/16; passed Senate 18-2-1 on Jul/1/16; signed by Governor Jack Markell on Sep/6/16.

New I-95 fly-over ramps; $1.1B for infrastructure

Unleashing the potential of our economy also demands world-class infrastructure. The ability to move goods and services efficiently, connect to cutting-edge information technology infrastructure, and access cleaner, cheaper, and more reliable energy, is essential to every industry in our state.

For years, Delawareans tried to avoid the interchange of I-95 and Route 1. But our investment in new fly-over ramps has alleviated congestion, shortening commutes, shipping times, and trips to the beach.

We are making similar improvements at I-95 and 202. That exit ramp was a notorious choke point, but improvements have cut the average number of hours per day of slowing traffic from six to less than one.

Infrastructure investments create high-paying, middle-class jobs today and they lay the foundation for future prosperity. It's time to stop complaining about the sorry shape of our Transportation Trust Fund and fix the underlying issues. I propose that we invest $1.1 billion over five years.

Emphasized the importance of protecting infrastructure

One of government's most important roles is protecting its citizens. Business conducted along our waterways is an integral part of our economy. Our port, bridges, refineries, and chemical facilities are vital links in regional commerce. We are protecting our State's assets, its businesses and the people that call Delaware 'home.' It's our responsibility to ensure, as best we can, that Delaware and its residents are safe and secure.

Take advantage of natural resources through bike trails

The proposed Statewide Trails and Pathways program would establish an interconnected network of pathways and trails throughout the state to support non-motorized travel and recreational trails.

I want to make it a priority to build a world-class interconnected trail network in Delaware. Our commitment to invest in outdoor opportunities helps ensure the quality of life Delawareans deserve. At the same time, we stimulate job growth through investment in infrastructure.
