Federal failure on immigration means states must take action
Recognizing the failure of the federal government to meet its commitments in curbing illegal immigration, Gov. Warner took aggressive action:
2003: signed legislation requiring proof of legal residency before obtaining or renewing a driver’s
license.
2004: approved legislation detaining illegal immigrants already convicted of felonies for 72 hours without bond until federal agents arrive.
2005: banned illegal immigrants from receiving state benefits such as Medicaid and welfare

Limit social payments to immigrants; support English
Supports the following principles relating to immigration:
Restrict the eligibility of legal immigrants for certain social programs (i.e. AFDC, HUD housing, food stamps, etc.).
Promote learning of English by immigrants.
