Restore EPA's ability to regulate greenhouse gas emissions
In Congress, Dean has been a vocal advocate for legislation to cut greenhouse gas emissions, mitigate the effects of climate change, and create more resilient communities. Dean is an original cosponsor of the Energy Innovation and
Carbon Dividend Act, which would put a price on carbon and return the proceeds to every taxpayer, along with the EPA Regulatory Authority Act of 2022, which would restore the EPA's ability to regulate greenhouse gas emissions.

Keep aquatic invasive species out of our lakes and rivers
Invasive species have infested lakes in and around Minnesota. Preventing international ships from dumping their ballast water in the Great Lakes and spreading invasive species requires federal action. Dean will work to build on multi-state
compacts and cooperation between governments at all levels in the Great Lakes region. Dean will support federal research into new treatment methods, so that infestation by aquatic invasive species will no longer be a death sentence for a lake.
