Terry Adams: Engage abroad with defense, diplomacy, and development

We live in an ever-changing world with ever-changing threats, a world in which our country must be engaged. The use of defense, diplomacy, and development must be used to advance U.S. interest around the globe. We must be vigilant and we must also be intelligent with our use of force abroad. War is costly, both in treasure and in blood.
