    Bob Smith on Abortion

Bob Smith on Abortion: May 19, 1999

Against all aspects of abortion; for Human Life Amendment

A consistent pro-life leader with a perfect pro-life voting record for his entire 13 years in Congress, Smith introduced legislation in 1995 to ban the procedure of infanticide, better known as partial-birth abortion. He [worked to] stop federal funding of human embryo research and to eliminate federal funding of abortions. He is the prime sponsor of the Human Life Constitutional Amendment and a bill establishing the personhood of the unborn child from the moment of conception.

Bob Smith on Abortion: May 2, 1999

Against taxpayer-funded abortions at military hospitals

Smith today led the fight against repealing current law and allowing abortions to be performed at military hospitals. “Millions of American taxpayers, myself included, believe that abortion is the taking of an innocent human life. We should not be forced to pay for a procedure with our tax money that violates our fundamental and deeply held belief in the sanctity of life. [Let’s] keep the military out of the business of abortion.”

Bob Smith on Abortion: May 2, 1999

Pro-life litmus test for Supreme Court

As President, I would send Congress a bill protecting the unborn from the moment of fertilization. I introduced the Personhood bill this week in the Senate, and I would sign it as President. The right to life is the moral issue of OUR day, I WOULD have a litmus test for the Supreme Court. My nominees would be pro-life, pro-Constitution. I might even bring back Bork.

Bob Smith on Budget & Economy: Aug 30, 1999

Supports numerous reforms to promote small business

As a former small businessman, I have sponsored many initiatives to promote small business.... I have supported:
    • oversight boards to monitor the enforcement practices of certain Federal agencies such as OSHA
    • requiring agencies to provide small businesses with simple explanations of complex regulations
    • the Family Friendly Workplace Act, which has comp time provisions for the private sector
    • Voted against a proposal that would have raised the mandatory minimum wage.

Bob Smith on Budget & Economy: Aug 30, 1999

Supports Small Business Protection Act & S-Corp reform

[I support] the Small Business Protection Act, which would extend the research and experimentation tax credit, establish the work opportunity tax credit, and extend tax a credit for employer-provided educational assistance. The law also provides for “S-Corporation” reform, improving access to capital by preserving family-owned businesses and simplifying many of the outdated, unnecessary, and complex rules for S corporations.

Bob Smith on Budget & Economy: Aug 30, 1999

Don’t balance budget on veterans’ shoulders

I have fought to preserve and protect the quality of benefits available to all veterans. While achieving real deficit reduction has, and will, require Congress to make difficult spending choices, I will vigorously oppose any effort to ask veterans to shoulder the burden of balancing the budget. The Senate, with my support, has recommended increasing the Veteran’s Administration’s total budget by more than $1.17 billion over last year’s appropriations level.

Bob Smith on Budget & Economy: Mar 29, 1999

Keep budget balanced; use surpluses to pay down debt

I will present no budget to the Congress that is not in balanced, and will use all budget surpluses to pay down the debt, strengthen our military, and to implement reforms in Social Security to begin the process of allowing individuals to set up their own personal savings accounts.

Bob Smith on China: Jul 2, 1999

Maintain military presence in Asia to confront China

I believe a more prudent and pragmatic policy should be taken toward China. We should maintain strong alliances and a vigorous presence in Asia and confront China directly on all aspects of weapons proliferation and military policy which might threaten our interests.

    Amend Constitution for school prayer

Religious freedom is a bedrock constitutional right in this country. It is guaranteed by the Free Exercise of the First Amendment to the Constitution. I strongly support vigorous enforcement of every American’s right to the free exercise of religion. As an exercise of this right, I support prayer in the public schools. I am a co-sponsor of S. J. Punish swiftly & severely; including death penalty

America’s crime problem is one of my top concerns as a United States Senator. I believe that the best way to fight crime is with punishment that is swift, sure, and severe. New non-VA programs for military retirees’ health care

I am deeply concerned about the ability of our military retirees over the age of 65 to get access to quality health care. We have a moral obligation to assist those in need who have honorably served our country. I [support a] test program to ensure the availability of adequate health care for Medicare-eligible military retirees. Our nation’s POWs and MIAs sacrificed their own freedom to protect our freedom and were never heard from again. Their ultimate fate is still unknown. I have traveled to every corner of the world on behalf of the POW/MIA families searching for answers -- trying to end their uncertainty. Special Ed: Feds should pay for mandates; FY99 is close

When I was a school board chairman, I saw first hand how important special education funds are in helping states and localities to comply with Federal special education regulations and mandates. The Federal Government must make good on its commitment to fund special education mandates. The final Education budget provides $5.1 billion for IDEA programs. While falling short of completely meeting the Government’s statutory obligation, this represents a significant effort in the context of a limited budget.

J. Federal rules cause educational problems

As the Federal role in education has grown in the last couple of decades, the state of our schools has deteriorated. The Federal Government provides seven cents out of every dollar spent on education in America, but it imposes most of the mandates and rules that hamper communities in their effort to provide the best possible education. I believe that doing that would constitute the greatest contribution to the goal of addressing problems in our schools.

The bill would permit families to contribute up to $2000 yearly to an A+ savings account to be used for a child’s education at any school - private, public, sectarian or home school - from kindergarten through college.

Consumer choice in education will improve failing schools

During my tenure in Congress, I have supported legislation to provide families with expanded opportunities to select the best school for their children. I believe that providing families with real consumer choice in education will spur the competition that will force failing schools to improve.

Supports school choice; abolish Dept. of Education

As a cosponsor of A+ Accounts to allow parents and guardians to contribute money to education savings accounts with tax-free interest and as a former teacher and school board chairman, Senator Smith has been a consistent supporter of local control and choice in education. He believes that the U.S. Department of Education is unconstitutional and should be completely abolished.

Public, private & parochial vouchers; plus charters

Sen. Smith supports the following principles concerning education:
    • Provide parents with vouchers to send their children to any participating school: public, private or religious
    • Implement charter schools where teachers and professionals receive authorization and funding to establish new schools
    • Eliminate the Department of Education, thereby giving state and local government greater control over educational issues.

Bob Smith on Social Security: Jul 2, 1999

No taxes on retirement benefits; no earnings test.

My record of supporting the Social Security program is strong:
    • I voted against a budget bill proposed by President Clinton in 1993 that increased the tax on Social Security benefits for many seniors.
    • I have consistently voted to eliminate the Social Security earnings test, which penalizes those seniors who choose not to retire.

Keep Trust Fund off-budget; adminster it independently

  • In the past, I have cosponsored legislation to remove the Social Security Trust Fund from budget calculations, and I continue to support that goal.
  • In 1994, I supported establishing the Social Security Administration as an independent agency. Independent status has made the agency more accountable and has insulated the program from politics.
  • I have called for the Congress to “wall off” the Social Security surplus so that it cannot be used for any other purpose.

Must act now to avoid insolvency in 2030

When Social Security was created, 16 workers paid into the program for every retiree receiving benefits. By the year 2030, there will be just 2 workers paying taxes to support each beneficiary. The Social Security program will be bankrupt and unable to pay benefits by the year 2032 if Congress does not take action. I will not allow that to happen. I believe that it is irresponsible to “leave Social Security alone” when such a course of action would lead to the demise of the system.

Long-term changes needed, via bipartisan approach

Long-term changes are needed to secure the benefits of those in need. The Social Security program is safe for the immediate future. I am committed to ensuring that only responsible changes are made to the Social Security program so those in need may continue to rely on their benefits. Recognizing that a bipartisan approach is the best way to resolve the challenges facing Social Security, I will continue to work with my colleagues to evaluate and discuss the various options for Social Security reform

Reduce taxes to promote small business

As a former small businessman, I have sponsored many initiatives to... lift the tax and regulatory burden from the shoulders of America’s businessmen and women. I have supported:
    • reducing the capital gains tax
    • repealing the Federal estate tax, gift tax, and tax on generation-skipping transfers
    • extending the health benefit tax deduction to self-employed small business owners
    • restoring 80% deductibility for business meals.

Tobacco bill was a $500B tax bill in disguise

The tobacco bill that failed in the Senate last year would have imposed a tax increase of at least half a trillion dollars that would have fallen disproportionately on the poorest American families. Many politicians and interest groups were relying on the revenue raised by those tax hikes to fund spending on a wide range of programs many of which have nothing at all to do with smoking; and would have lavishly enriched a small number of trial lawyers involved in state lawsuits.

Throw out tax code & fire IRS agents who harass citizens

I’d throw out the existing tax code and I’d start over. I would offer an across-the-board 10-percent tax cut for Americans, cut the capital gains tax, double the personal exemption and fire any IRS agent in America who harasses an American citizen.

Lower taxes for individuals and businesses

Smith has consistently been an advocate of lower taxes for individuals, families and businesses. He was a vocal supporter of the $500 per child tax credit, the reduction in the capital gains tax and the increase of the threshold of the inheritance tax, all of which allow families to keep more of what they earn to raise their own children and save for the future. Senator Smith also cosponsored the Tax Code Termination Act to eliminate the current tax code by the year 2002.

    Overhaul the entire tax system

Americans pay too much in taxes. They spend countless hours every year agonizing over complicated tax forms. I would throw out the exisiting tax code and start over. I would eliminate the marriage penalty and the inheritance tax. I would offer an across the board 10% tax cut for every American, cut the capital gains tax, and double the personal exemption, and I would fire any IRS agent that harasses an American taxpayer.

Ban local and state taxes on Internet commerce

Smith introduced legislation that would permanently ban state and local governments from levying new taxes on Internet commerce. Currently, no new Internet taxes are allowed for the next 3 years, after which a commission would develop recommendations on how electronic catalogue business should be taxed. Smith maintained that local governments are thriving, and do not need tax revenue from the Internet. Smith also argued that taxes would “stifle the development of Internet commerce in the US”

Preserve welfare as temporary safety net

The Personal Responsibility and Work Opportunity Reconciliation Act of 1996, the new welfare reform law, preserves a “safety net” for those individuals who have temporarily fallen on tough times while requiring all other welfare recipients to move from welfare to work. Under the new law Congress demands personal responsibility, requiring welfare recipients to work within two years of receiving benefits and imposing a five-year lifetime limit on welfare benefits, with an exemption for hardship cases.

    Welfare reform promotes families

The old welfare system failed welfare recipients and taxpayers alike by contributing to social problems such as family break-up and illegitimacy. The new welfare reform law promotes families by requiring deadbeat parents to pay support, teenage mothers to stay in school and live at home, and welfare recipients to help establish the paternity of their children in order to receive full benefits.
