Clear delineation of a border, and enforcement

Immigrants, Refugees, & Asylum Seekers: The most basic requirement of a sovereign nation is the clear delineation of a border, and as important: a willingness to enforce it. Unfortunately, the federal government has all but failed in this critical area of national security, with thousands of illegal aliens--many from our southern neighbor, others from who knows where--streaming across our border each and every day.

As Majority Whip, Roy Blunt helped shepherd through Congress a tough but fair immigration bill--a bill that ordered additional security agents to the border, the construction of a southern border fence, and levied stiff penalties on employers caught in violation of the law. In this new Congress, Blunt has once again led the fight by making sure that immigration policies which would grant amnesty to illegal immigrants do not become law.

Voted YES on building a fence along the Mexican border.

Within 18 months, achieves operational control over U.S. land and maritime borders, including:
  1. systematic border surveillance through more effective use of personnel and technology; and
  2. physical infrastructure enhancements to prevent unlawful border entry
Defines "operational control" as the prevention of all unlawful U.S. entries, including entries by terrorists, other unlawful aliens, narcotics, and other contraband.

Proponents support voting YES because:

It is obvious there is no more defining issue in our Nation today than stopping illegal immigration. The most basic obligation of any government is to secure the Nation's borders. One issue in which there appears to be a consensus between the Senate and the House is on the issue of building a secure fence. So rather than wait until comprehensive legislation is enacted, we should move forward on targeted legislation which is effective and meaningful. The legislation today provides over 700 miles of two-layered reinforced fencing, and for the rest of the border provides a virtual fence, via integrated surveillance technology.

Opponents support voting NO because:

Just to build the fence is going to cost us at least $7 billion. Where is the money coming from to pay for it? How much is it going to cost to maintain this 700-mile fence? Who is going to do it? This bill contains no funding.

This bill also ignores real enforcement measures, like hiring more Border Patrol personnel, and instead builds a Berlin Wall on our southern border. So long as employers need workers in this country, and while our immigration systems impede rather than facilitate timely access of willing workers to those opportunities, undocumented immigration will never be controlled.

Walls, barriers, and military patrols will only force those immigrants to utilize ever more dangerous routes and increase the number of people who die in search of an opportunity to feed and clothe their families.

Voted YES on preventing tipping off Mexicans about Minuteman Project.

Voting YES on this amendment supports the Minuteman Project, a group of volunteers who have taken on surveillance of the Mexican border for illegal immigrants. The amendment states that US funds will not be used to tell the Mexican government about the whereabouts of the Minuteman Project volunteers. Proponents of the Minuteman Project say that they are volunteer citizens doing what the federal government SHOULD be doing, but has failed to do. Opponents of the Minuteman Project say that they are vigilantes at best and anti-Mexican racists at worst. The amendment states:
None of the funds made available by this Act may be used to provide a foreign government information relating to the activities of an organized volunteer civilian action group, operating in the State of California, Texas, New Mexico, or Arizona, unless required by international treaty.

Voted NO on reporting illegal aliens who receive hospital treatment.

Vote to pass the bill that would require hospitals to gather and report information on possible illegal aliens before hospitals can be reimbursed for treating them. The bill would also make employers liable for the reimbursements if an undocumented employee seeks medical attention, unless the employer meets particular conditions for exemption. The bill would specify that hospitals aren't required to provide care to undocumented aliens if they can be transported to their home country without a significant chance of worsening their condition.

Vote on motion to suspend the rules and pass the bill that would extend by four months a law allowing some immigrants to remain in the country while pursuing legal residency.

Nineteen U.S. Senators introduced a resolution denouncing the radical calls for the dissolution of U.S. Immigration and Customs Enforcement (ICE).

ICE performs vital functions that protect American families. Last year, agents worked tirelessly around the clock to rescue 1,422 victims of human trafficking. More than 900 of those victims were children. ICE agents also removed a million pounds of narcotics and more than 4,800 gang members from the streets of this country. Those numbers are just a small fraction of the nearly 127,000 arrests made by ICE agents last year against people who came here and committed violent crimes against law-abiding Americans. Those criminals were responsible for more than 50,000 assaults, 2,000 kidnappings and 1,800 homicides.

"I am deeply troubled by the Democrats' reckless calls to abolish ICE. Eliminating ICE shows a blatant disregard for the welfare of the American people and our nation's immigration laws," said Sen. John Neely Kennedy (R-LA). "With the ever present threat of MS-13 and international terrorism, along with an opioid crisis being fought at our border, abolishing ICE is unthinkable. ICE officers are in the trenches fighting those threats and protecting American families from the cross-border crime and illegal immigration that endanger our families. ICE deserves our gratitude and respect, not scorn and ridicule."

"Washington Democrats wanting to abolish ICE, our country's immigration law enforcement agency, are essentially demanding open borders," said Sen. Cassidy (R-LA). Resolved by the Senate and House of Representatives: That the national emergency declared by the finding of the President on February 15, 2019, in Proclamation 9844 is hereby terminated.

Proclamation 9844 issued by the president on Feb. 15, 2019: Declares a state of national emergency at the southern border to address the issues of illegal immigration and criminal trafficking into the US: "The current situation at the southern border presents a border security and humanitarian crisis that threatens core national security interests and constitutes a national emergency. The southern border is a major entry point for criminals, gang members, and illicit narcotics. The problem of large-scale unlawful migration through the southern border is long-standing, and despite the executive branch's exercise of existing statutory authorities, the situation has worsened in certain respects in recent years. Because of the gravity of the current emergency situation, it is necessary for the Armed Forces to provide additional support to address the crisis."

Opposing the Proclamation (supporting the Resolution), ACLU press release, 2/15/2019 The ACLU issued the following statement upon filing a lawsuit: "By the president's very own admission in the Rose Garden, there is no national emergency. He just grew impatient and frustrated with Congress, and decided to move along his promise for a border wall 'faster.' Increase both high-skill and family-based visa caps.

Blunt co-sponsored the Fairness for High-Skilled Immigrants Act

Legislative SummaryThis bill increases the per-country cap on family-based immigrant visas from 7% of the total number of such visas available that year to 15%, and eliminates the 7% cap for employment-based immigrant visas. It also removes an offset that reduced the number of visas for individuals from China. The bill also establishes transition rules for employment-based visas from FY2020-FY2022, by reserving a percentage of EB-2 (workers with advanced degrees or exceptional ability), EB-3 (skilled and other workers), and EB-5 (investors) visas for individuals not from the two countries with the largest number of recipients of such visas. Of the unreserved visas, not more than 85% shall be allotted to immigrants from any single country.

Explanation from the Countable.US: Under the current immigration system, immigrants from any one country can claim no more than 7% of the 140,000 employment-based green cards issued annually to foreign nationals working in the U.S. This significantly disadvantages immigrants from larger countries that more immigrants come from.

For example, China (population 1.3 billion) and India have large backlogs of workers wishing to immigrate to and work in the U.S., but they have the name visa caps as countries such as Iceland or Estonia (population 1.3 million), which have both much smaller populations and far fewer citizens seeking to immigrate to the U.S.

The net effect of this is that immigrants from India and China can face decades-long waits, averaging 2-3 times the wait times for immigrants from other countries, for green cards, and many have to return home because they can't get permanent residency; meanwhile, countries such as Iceland and Estonia never come close to reaching their visa limit caps.

    Amends Federal law to declare English to be the official language of the US Government.
  • Representatives of the Federal Government have an affirmative obligation to preserve and enhance the role of English as the official language of the Federal Government.
  • Requires such representatives to conduct official business in English.
  • Prohibits anyone from being denied Government services because he or she communicates in English.
  • Requires that all officials conduct all naturalization ceremonies entirely in English.
  • Declares that nothing in this Act shall be construed to limit the preservation or use of Native Alaskan or Native American languages.

EXCERPTS FROM BILL:

    The Congress finds and declares the following:
  1. The US is comprised of individuals and groups from diverse ethnic, cultural, and linguistic backgrounds.
  2. The US has benefited and continues to benefit from this rich diversity.
  3. The common thread binding individuals of differing backgrounds has been a common language.
  4. The Federal Government should maintain a language common to all people.
  5. English has historically been the common language and the language of opportunity in the US.
  6. The purpose of this title is to help immigrants better assimilate and take full advantage of opportunities in the US.
  7. By learning the English language, immigrants will be empowered with the language skills and literacy necessary to become responsible citizens and productive workers in the US.
  8. The use of a single common language in conducting official business of the Federal Government will promote efficiency and fairness.
  9. English should be recognized in law as the language of official business of the Federal Government.
  10. Any monetary savings derived from the enactment of this title should be used for the teaching of the English language to non-English-speaking immigrants.
