Opposing argument: (Cato Institute, May 3, 1995): The doctrine of enumerated powers meant that Congress couldn't involve itself in the arts at all. People should not be forced to contribute money to artistic endeavors that they may not approve, nor should artists be forced to meet government standards. The Founders knew that the solution was the separation of church and state. Because art is just as spiritual and just as meaningful as religion, it is time to grant art the same independence and respect that religion has. It is time to establish the separation of art and state.

Supporting argument: (Sierra Club, "Nice, Simple Guide," March 27, 2017) President Trump, We Thought You Could Use a Nice, Simple Guide: The budget completely eliminates the NEA, the NEH, and the Institute of Museum and Library Services. All programs that are vital for education and the enjoyment of our citizens. The budget zeroes the amount funding to public media.

Opposing argument: (Heritage Foundation, "Eliminate Funding for the NEA," April 29, 1997): Since 1965, steadfast partisans of "welfare for artists" continue to assert that it makes cultural programs accessible to those who can least afford them. In fact, despite NEA claims that its efforts bring art to the inner city, the agency offers little more than a direct subsidy to the cultured, upper-middle class.
