Appoint Police Commissioner with resume beyond NYPD
Yang will appoint a NYPD commissioner whose career is not primarily in law enforcement. A commissioner will need to be able to advance the culture and support a vision for how the NYPD can be fully integrated into a larger public safety strategy.
The commissioner must have a broad perspective of the NYPD's role in New York and establish clear measures of policing success. That means refocusing the NYPD to protect against and solve violent crimes throughout the City while continuing to evolve.
A majority of NYPD officers live outside NYC. NYPD officers are exempted from residency requirements. A Yang administration will seek state approval to repeal this carveout so that all new officers are required to live in New York City. If we are
committed to the ideals of neighborhood policing, we should have our police live in our neighborhoods. They should be a part of the civic fabric and understand the communities they protect and serve.

Overhaul oversight of the NYPD
Following the NYPD's deplorable reaction to the protests over the summer, the City's independent Department of Investigations released a series of recommendations about how to better conduct oversight of the NYPD in a real and meaningful way.
A Yang administration would supplement disciplinary power from the NYPD Commissioner so that the CCRB or an independent disciplinary committee is able to make a final determination.

Repeal 1994 crime bill, decriminalize truancy
Elizabeth Warren has released a criminal justice reform plan that takes aim at two of her chief rivals: Joe Biden and Kamala Harris. Warren targets the controversial 1994 crime bill, which Biden helped write, as well as school truancy, an issue which
Harris took a firm approach to as a prosecutor in California. Warren called for a repeal of the bulk of the 1994 crime bill. Supporting the decriminalization of truancy, Warren advocates for "positive behavior interventions" over punishments.

Makes more sense to pay people to keep out of jail
I want to share a story that a prison guard, a corrections officer in New Hampshire said to me. He said, we should pay people to stay out of jail, because we spend so much when they're behind bars.
We think we're saving money, we just end up spending the money in much more dark and punitive ways. We should put money directly into people's hands, certainly when they come out of prison, but before they go into prison.

Replace mass incarceration with social programs
Problems to be solved: - Mass incarceration is one of the biggest civil rights issues of our times, and it needs to be addressed so that all have a fair shot a life, liberty, and the pursuit of happiness
As President, I will...- Work to end the use of private prison facilities for federal inmates.
- Shift drug policy away from punishment and towards treatment.
- Invest money to fund innovative prison programs that decrease recidivism and
increase reintegration.
- Invest money to support businesses that hire felons who have served their prison term.
- Push to reconsider harsh felony laws that prevent those who have served their prison term from reintegrating into society.

Body cameras for every police officer

department in the country.
- Have the DOJ compile accurate composite measurements, including from private sources, of police-related incidents and deaths to establish baseline rates.
- Provide federal funding for training of local police officers in
the latest techniques.
- Encourage community-based policing and reward departments for a combination of low complaints and continued efficacy.
- Re-establish the ban on distributing surplus unnecessary military-level artillery gear to police
departments.
- Invest in new non-lethal weaponry that can be used to de-escalate conflicts at range and handprint signature guns so that weapons can only be used by their officers (`he reached for my gun' will no longer apply).
