Reform environmental regulations to make them stronger

Many regulations now have sections requiring "undisputed scientific evidence" or "competent and reliable information". In most cases, these are simply attempts to weaken the regulations and prevent enforcement. Most scientists agree that scientific evidence is rarely undisputed, or question how "competent and reliable" can be determined. These terms should be removed from regulations.
