Long wait times accompanied with allegations of bureaucrats "cooking the books" at the VA are simply unacceptable.Our veterans deserve the very best. And as a member of Congress, I will work tirelessly to ensure they receive just that.

For years, the National Security Agency has systematically tracked and collected our emails, phone calls, and other communications. Notwithstanding the counter-terrorism purpose and provisions of the Patriot Act, this surveillance
activity of Americans might be in violation of our Fourth Amendment protection against "unreasonable searches and seizures." If so, these activities should stop and our laws tightened to prevent further such Constitutional violations.

Set-Aside initiative enables local governments to partner with businesses owned by and employing veterans, providing much-needed job opportunities for these skilled workers.
We should not be putting up barriers to veterans' education. The NJ TEAM Act
will provide in-state tuition rates for all veterans attending school in NJ, regardless of their residency. I support House Resolution 357, the G.I. Bill Tuition Fairness Act, which enacts in-state tuition rates for veterans across the country.

Tax credits for companies that hire veterans
In the Hawaii House I have been pushing for tax credits for companies that hire veterans and worked closely with the Chamber of Commerce to ensure our local military bases remain strong. I passed an initiative to improve the education of military
children that has won national awards.I created the Hawaii Medal of Honor and established a task force to help non-profit providers get homeless vets off the streets--building a network of care to help these vets.
I helped create the Veterans Court,
which focuses exclusively on vets by bringing together state social services and the VA to help these vets adjust back into society and navigate the courts.
Our vets went to bat for us; let's go to bat for them. They are our new "greatest generation,"
so let's give them a chance to build our future. I also think it is wrong that some in Congress have proposed cutting critical services like assistance to homeless vets, suicide prevention programs and job training assistance.

Cut defense responsibly, not across-the-board
The mindless across-the-board cuts are hurting our military installations, our veterans, our students, our most impoverished citizens and our small businesses. It is an absurdity that will continue haunting us unless we send less partisan legislators
like me with the experience in finding common ground to Washington.I will work with both sides of the aisle to develop a sensible plan to balance the budget. I will work to protect those in our society who are most vulnerable.
We must make responsible, reasonable cuts to defense spending like unchecked defense contracts for weapons and other equipment the military does not need. As a member of the military, I have the first-hand
knowledge needed to ask the right questions and push for better oversight of waste in runaway military contracts, while still protecting our military men and women and making sure they are well equipped and supported.

We must also ensure our troops are equipped with the best weaponry, technology, and training available to defend us. The reckless, across the board military cuts, otherwise known as sequestration, are hollowing out our military capability and diminishing
capacities that will take years to rebuild. There are ways to gain efficiencies and savings in our defense budget; I know this first-hand from seeing the redundancies, inefficiencies, and waste throughout my time in uniform.
We need a strategy-based budget, not a budget-based strategy. Savings should be found in a thoughtful, strategy-driven way, and I am well equipped to lead this effort.
The decisions we make today will be crucial to our security and standing in the world for decades to come. We need Members of Congress with the background and credibility to ensure America is strong and secure, and that is what I will bring.

Protect our $1B investment in the A-10 Warthog
I flew the A-10 "Warthog" for 325 hours in combat and commanded the one deployable A-10 Squadron at Davis-Monthan Air Force Base. I know first-hand the unique capabilities of the A-10 to save American lives on the ground in harm's way.
It can fly low and slow, loiter for a long time, and is incredibly survivable & cheap compared to all other fighter aircraft and aircraft under development. We just invested over $1 billion to upgrade the avionics and rebuild the wings on each aircraft.
There is simply currently no other aircraft in the inventory or under development that provides this capability for our troops.
I have been active and engaged in defending the A-10 against elimination since the threat first became known. It took an op-ed from me in August of 2013 to alert Ron Barber of his party's own Administration's plans to axe the A-10.

I oppose the Foreign Intelligence Surveillance Act (FISA) "courts" using warrant-less searches on any American of their choosing.I oppose portions of the Patriot Act which, day after day, erode our civil liberty.
Instead of researching what went wrong on 9/11, with the terror of those events fresh in our mind, Congress and the President feverishly signed this into law without even reading it.
The Patriot Act allows roving wiretaps to our conversations no matter how minor and essentially repeals the 4th Amendment.
I oppose portions of the National Defense Authorization Act such as Section 1021, Indefinite Detention of anyone thus removing Habeas Corpus.
I oppose government interference in the Internet.

We must stand by every promise we made to the men and women who have served our nation in uniform, never forgetting their sacrifices. That includes improving the services, response times and outreach by the Veterans Administration (VA). For younger
veterans who have served combat tours in Iraq and Afghanistan, the challenges of PTSD are real and it is our duty to deliver research dollars that get to the bottom of it and ensure our soldiers have the medical resources they need when they return home.
It must also be our commitment to help our soldiers and guardsmen transition back into civilian life and the civilian workforce, by improving job placement services, training and outreach to help our veterans land good-paying jobs.
We must also make sure that the families of our troops have the resources they need while their loved ones are serving all of us abroad.

Virginia's 8th district is the home of the headquarters of the United States military, housing the Pentagon, Arlington Cemetery, the Iwo Jima Memorial, Fort Belvoir and Fort Myer, as well as thousands of defense-related jobs. The member of Congress from
this district has a special responsibility on defense and veterans' issues.For me, this obligation is also personal. My dad is a West Point graduate who served in Korea and then was part of the United Nations peacekeeping force in Trieste, where

Active duty Air Force for 4 years & reserves for 14 years
While stationed at Andersen AFB in Guam on active duty, Ted was Chief of Operations Law for the 36th Air Base Wing and performed duties as an executive officer during OPERATION PACIFIC HAVEN. The American military saved and extracted thousands of Kurdish
refugees from Northern Iraq and flew them to Guam. For his outstanding efforts during this humanitarian operation, Ted received the Air Force Humanitarian Service Medal.As a reservist at March Air Reserve Base in Riverside, Ted participated in
OPERATION NOBLE EAGLE, which occurred shortly after the 9/11 terrorist attacks. Ted Lieu is currently a Lieutenant Colonel in the United States Air Force Reserves and is stationed at Los Angeles AFB. Ted has now served in the Air Force for over 18
years, of which over four were on active duty.

2009: pushed to overturn military's "Don't Ask, Don't Tell"
After returning from Iraq, I moved to Arizona and quickly became politically active on LGBTQ issues. In 2006, I worked on the campaign against an Arizona ballot initiative that would have amended the Arizona constitution to prohibit the state from
recognizing same-sex marriages or civil unions. Our campaign was successful and Arizona became the first state in the nation to defeat a same-sex marriage ban.
I have a long history of working with the Human Rights Campaign, joining HRC and Voices of Honor in 2009 to push the Obama administration to overturn the military's "Don't Ask, Don't Tell."
Since being elected to the Arizona House of Representatives in 2010, I have co-sponsored bills granting Marriage Equality in Arizona and creating a state version of the Employer Nondiscrimination Act. I have a 100% rating from Equality Arizona.

Troops in Iraq got inadequate resources
I joined the Marine Corps & served in Iraq with Lima 3/25, a unit that saw one of the highest casualty rates of the war. My unit was so hard hit because Congress had failed to allocate resources for the armored vehicles we needed.
We were rolling around Iraq in amphibious assault vehicles that offered no protection to roadside bombs. We knew it and the insurgents knew it, but Congress wasn't doing anything about it.

necessary to execute their mission and return home safely.We must honor and protect every last promise and obligation that is owed to those who have served. We must protect the Department of Veterans Affairs budget and work toward a budget process
that provides increasing stability in the budget process upon which the VA can then more effectively deploy resources and personnel.

Ensure that veterans have resources available
It is unacceptable that 1 of every 5 homeless people in Massachusetts today is a veteran. When I served in the State Senate
I sponsored and passed a law that established "veteran's preference" for state-owned housing in Massachusetts.
I will work to repeal cuts to veterans pension benefits passed by Congress and signed by President Obama. There is simply no excuse for trying to balance our budget on the backs of those who have given the most.
I hope Congress does the right thing and fixes this cut immediately.
I will continue working to ensure that veterans have resources available to help find housing, training, and employment.
