Supported restrictions on abortion in legislature
In the Alabama House of Representatives, Mooney's voting patterns have differed little from his GOP colleagues.
He has supported restrictions on abortion and sponsored an amendment that put the state's right-to-work law--forbidding contracts that making union membership a condition of employment--in the state Constitution.

Prohibit use of fetal tissue from unborn infants
Legislative Summary: HB45: Unborn Infants Dignity of Life Act: To allow parents of deceased unborn infants to provide a dignified final disposition of the bodily remains of these infants. This bill would prohibit the sale of the bodily
remains of a deceased unborn infant. This bill would also prohibit the use of or the fetal tissue, organs, or bodily remains of a deceased unborn infant in research or experimentation.Analysis by Snopes.com: [This bill stems from a 2015
video claiming that fetal body parts were being sold]. Planned Parenthood said, "The promotional video has used deceptive and unethical video editing, and created a fake medical website as well as a fake human tissue website that purports to provide
services to stem cell researchers."

Religious/ethical exemption for health care providers
HB95: This bill would give health care providers the authority to refuse to perform or to participate in health care services that violate their conscience; immunity from civil, criminal, or administrative liability for refusing to participate in a
health care service that violates their conscience.Analysis by the ACLU of Alabama: Healthcare providers are exempted from performing certain services related to abortion, sterilization, stem cell research, and cloning based on their
religious or ethical beliefs. The bill stipulates an exception for emergencies, but it still allows for discriminatory behavior such as pharmacists who refuse to sell certain contraceptives and doctors who refuse to treat a patient who has had an
abortion.

Signed amicus brief to stop abortions after 20 weeks
As a member of the Susan B. Anthony List National Pro-Life Women's Caucus, Lieutenant Governor Kay Ivey signed on to a U.S. Supreme Court amicus brief appealing the 9th U.S. Circuit Court of Appeals' decision to overturn Arizona's law stopping abortions
after 20 weeks. The Women's Health and Safety Act--Questionable Supreme Court rulings have eliminated the state's ability to prohibit abortions altogether. However, states may enact meaningful abortion-related reforms, and the Women's Health and
Safety Act is such a measure. With this bill, House Republicans make clear that should a woman choose to have an abortion, it should be performed in the safest pre-and-post operative environment available.
Specifically, this legislation would require direct physician involvement and set mandatory standards for nursing care and post-operative follow- up visits at abortion clinics as well as establishing severe penalties for non-compliance.

Roe v. Wade flawed on both a constitutional & moral basis
Q: Under what circumstances should abortion be allowed?Shelby: I am resolutely pro-life and believe that the Supreme Court's ruling in Roe v. Wade, in which it decided that abortion is a constitutional right, is terribly flawed on both a
constitutional and moral basis. I believe that it is our ethical and moral duty to protect the dignity of human life, particularly when it comes to the lives of the most vulnerable members of the human race.
I have consistently voted to prevent the use of any federal funds to perform abortions. I am also a cosponsor of S. 1553, the "Pain-Capable Unborn Child Protection Act."

Best to end abortion, but not by making it a crime
It is my personal belief that abortion is a practice that we should do our best to end in our society, but making the act of having an abortion a crime does not advance that goal, it puts the lives of women in jeopardy and violates the rights guaranteed
to all Americans under the United States Constitution. In 1973, the United States Supreme Court ruled in Roe v. Wade that a woman's right to have an abortion is constitutionally protected, and I agree with that ruling.
The history in this country shows that prior to Roe when abortion was illegal in most of the country, that imposing criminal sanctions did not solve the problem, it compounded it.
If you want to solve the problem then you have to treat the cause.
If we wish to reduce the number of abortions in this country, it will take changes in what we teach our young people about sex and birth control. It will also require that birth control is available to the general public.

Walt Maddox:
Anti-abortion but pro-law: don't waste time on new laws
Running in the wake of a series of Republican scandals, Maddox said the major accomplishment out of Montgomery in recent years has been, "to take us to the most corrupt state in the nation."
Maddox has described himself as personally against abortion, but says he is also "pro-law" and the state should not waste time passing restrictions that are destined to get struck down by the courts.

Yolanda Flowers:
Don't ban abortion but provide counseling for a real choice
Flowers said she hopes to provide counseling for mothers who are considering abortion and to establish more resources for people who carry babies to term but don't want to raise them. She said she does not believe that abortion should be illegal. "We
don't need to ban abortion, but abortions need to be done safely," Flowers said. "I'm not trying to sway them, I'm not trying to change their minds, but just giving them information and informed choices so that they can make a real choice."
