Limit federal budget to 18% of America's GDP

We must work to permanently limit the ability of the government to engage in reckless spending. It is time for a constitutional amendment requiring a balanced budget and a strict limit on federal spending based on the size of the economy. I favor a limit of 18% of America's gross domestic product (the total of all goods and services produced). This will leave Congress with no choice but to adjust realistically to economic conditions, ending outsized budgets and runaway deficits.
