Susan Brooks on Government Reform

Former Republican Representative (CA-36)

Standards of conduct for House members, to restore trust

I am propose five measures to raise the standards of conduct and restore the public trust:
  1. Insider Trading: The Stock Act should be a clear signal to all members that it is no longer acceptable for members to trade stocks or make land deals while Congress is considering legislation that could impact that business sector.
  2. Stop the Congressional Revolving Door: Currently, House Members only have to wait one year before becoming a Congressional lobbyist. Former Members should be prohibited from lobbying their former colleagues for six years after leaving office.
  3. Pass Term Limits: the longer someone serves in Congress, the more disconnected they become from the citizens they serve, resulting in the increased likelihood of self-serving judgment, entrenched partisan conduct, and gridlock.
  4. Congressional Health Care Privileges: Congress should not pass legislation that includes mandates on the American people that do not apply to Members of Congress.
