Ensure health access for medically-uninsurable individuals

• Authorizes appropriations for FY 1988-90.
• Requires States to use the funds to operate qualified risk pools to insure medically uninsurable individuals.
• Limits to 10% the amount of the funds which may be used for administration & requires States to pay from non-Federal sources the remaining costs of administering the funds.

Provide catastrophic illness coverage through Medicare

• Amends Hospital Insurance of the Medicare program (Part A) to remove durational limitations on the coverage of inpatient hospital services.
• Amends Supplementary Medical Insurance of the Medicare program (Part B) to cover the amount by which an enrollee's out-of-pocket expenses exceed $2,000.
• Provides coverage of post-hospital extended care services for up to 100 days each year.
