Title I: Establishes the National Drug Control Program to coordinate Federal drug control efforts.
Title II: mandatory penalty of life imprisonment after two or more prior convictions for a felony drug offense.
Title III: Alcohol and Drug Abuse and Mental Health Services Block Grants: allotments to States for prevention, treatment, and rehabilitation projects.
Titl IV: International Narcotics Control and Assistance to Foreign Countries: funds multilateral and regional drug abuse control programs to halt illicit drug production or trafficking.
Subtitle D: Latin American Anti-Drug Strike Force: multinational strik force within OAS to conduct operations against international illegal drug smuggling organizations in the Western Hemisphere.
Title V: Opposition to Legalization and Public Awareness
Subtitle B: National Commission on Drug-Free Schools.

It’s no surprise that the use of marijuana among young people is up almost 150 percent since 1992 while drug-related emergency-room cases stand at their highest levels ever. Feds have surrendered in the War on Drugs

“County officials & State legislatures are fighting hard in the war on drugs. Families, churches, and schools are doing their part. Stopping the flow [of drugs] is a federal responsibility that’s not being met. [The federal government] has willingly surrendered in the war on drugs,” Quayle remarked. Quayle attributed dramatic increases in casual drug use to the cutbacks in anti-drug budgets, lax border controls, declining federal prosecutions, and inability to offer credible moral leadership.
