Allow adults to manufacture cannabis for personal use

Legislative Summary:Authorizing a person who is at least 21 years of age to manufacture a personal use amount of cannabis products or concentrated cannabis for personal use or adult sharing at a private residence if the manufacturing process does not involve the use of a volatile solvent.

Summary by CBS News, Oct. 1, 2025HB 413/SB 925 allows adults 21 or older to manufacture small "personal use" cannabis products under strict conditions. The law defines a personal use amount as up to 1.5 ounces of usable cannabis, 12 grams of concentrate, 750 milligrams of THC in products or two plants.
