Replace ObamaCare mandates with insurance pools

Frankly, the Affordable Care Act (ACA) is not affordable. It does not fix the problems of the healthcare system and costs have risen dramatically as a result of its implementation. Americans are not getting adequate coverage and small businesses are suffering because ACA was bad policy from its inception. We need to rectify our healthcare system by eliminating the employer mandate and the penalty. This will allow smalls businesses to pool together and reduce insurance costs.
