Early learning not only for people who can afford it

America needs a national childcare plan. It can't be a little nibble around the edges, we need a big deal full blown , universal childcare and early education plan that will cover all our kids. When I decided to put together a bill that would accomplish this, I needed a partner in the White House to help drive this, and Deb was the obvious choice. Together we pulled in experts, childcare providers, and talked through all the details.. In the summer of 2019, we introduced the Universal Childcare and Early learning Act.

When we introduced our bill Deb said that, "childcare and early learning should be a luxury that only people with money have access to." She talked about the difference we could make with our bill and what it means to open up opportunities for more moms and dads. "I know what it is like to struggle to make ends meet as a parent.' She knows and she doesn't forget.

Calls for big, smart investments in public education now

Public education is the key to social mobility and economic security, and all our kids need access to good public schools. It's time for us to make big, smart investments in public schools and find real solutions that pull our kids and all New Mexicans out of poverty. Public schools are essential to ensuring American children can meet their full potential regardless of their income, Zip code, or skin color. We need big investments in public education now.

Standardized tests are ONE indicator; not one-size-fits-all

We cannot continue to use a one-size-fits-all approach when it comes to our schools. Standardized tests SHOULD BE one tool among many to assess student achievement and are not the indicator for student success we would like to believe. What works for another state may not work for our students, often whose first language is not English, and we must embrace that. Improving our education system starts with treating each child as the individual they are.

PVS:States decide standards, not federal government.

Haaland opposes the PVS survey question on education standards

Project Vote Smart inferred whether candidates agree or disagree with the statement, 'Education: Do you support requiring states to adopt federal education standards?' PVS self-description: "The Political Courage Test provides voters with positions on key issues. Historically, candidates have failed to complete our test due to the advice they receive from their advisors and out of fear of negative attack ads."

Voted YES on private lawsuits for school race discrimination.

Haaland voted YEA Equity and Inclusion Enforcement Act

Legislative Summary:This bill authorizes private civil causes of action for discrimination on the ground of race, color, or national origin, including anti-Semitism) in programs receiving federal financial assistance.

Trump`s Statement of Administration Policy (against): The Administration strongly opposes passage of H.R. 2574. This bill fails to advance equality in education, while expanding bureaucracy, encouraging burdensome litigation, and imposing costs on recipients of Federal financial assistance. H.R. 2574 seeks to validate and expand the divisive regulatory agenda of the previous administration--advancing an ideological mission and enriching favored special interests like trial lawyers at the expense of students, educators, and taxpayers. The bill would require each recipient of Federal financial assistance to appoint a compliance coordinator, which would impose additional administrative burdens. H.R. 2574 would redirect vital resources that are needed to serve students in the pursuit of an ideological agenda.

Rep. Elaine Luria in support: H.R. 2574 would allow private individuals to file lawsuits under the Civil Rights Act`s Title VI authority, allowing students and parents to remedy discrimination in education. `Every student has the right to access public education, free from discriminatory practices, said Congresswoman Luria. `By focusing on equity and inclusion, we move towards a public education system that is more just and will benefit every student, regardless of sex, ethnicity, ability, or their zip code.`

Legislative outcome:Passed House 232-188-10, roll no. 192 on Sept 16, 2020; died in Senate without a vote.
