A: Support - All welfare should be voluntary: first through self responsibility, next through family or friends, then through community services such as churches. Last option should be the state only IF THE PEOPLE OF THE STATE DESIRE.

Voluntary charity from family & church, not government

The differences between government and community support are stark. Government support encourages the breakdown of families and a long term dependant class.

Community support, consisting of family, friends, churches, and local charitable organizations, encourage success for those in need. It's based on morality, self-responsibility, and self respect. Voluntary support from family, friends, or local charitable organizations tends to develop and maintain strong communities.
