While much of Virginia has prospered over the past several years, many localities struggle to retain jobs and attract investments. These regions are characterized by high unemployment and below average wages. In order to attract businesses and jobs to
these areas, Earley will provide a 5-year moratorium on corporate income taxes for any new business that creates jobs in distressed communities. Regions with the lowest per capita income or with twice the average unemployment rate would also qualify.
