Move carefully on legalization of marijuana

I can tell you that immediately what I would like to do would be to take marijuana off the Schedule 1 controlled substances list, which I think should be the first step. I want to do that carefully. I have four kids. We know that when marijuana is decriminalized or legalized that crime goes down, that ... you start to move in a good way against the over-incarceration of young men, but you do also see a rise in use among children and that's a big concern to me.
