As State Health Commissioner, administered WIC program

I joined the faculty at the University of California School of Medicine in San Francisco where I taught medical students and interns critical care and emergency medicine. I worked as physician health advisor for the Democrats on the Labor and Human Resources Committee in the United States Senate, where Senator Ted Kennedy was the ranking member. As amazing as that job was, when I was asked to return home to become the Indiana State Commissioner of Health in 1985, I jumped at the chance.

As Health Commissioner I was responsible for maternal and child health programs (including WIC- Women, Infants and Children's nutritional supplements) and disease control, immunization, and preventive health. I was responsible for five state institutions including the Indiana School for the Blind and the Indiana School for the Deaf. I was privileged to be responsible for over 2,800 Indiana State employees with a budget greater than $235 million.
